  • Duties listed at full performance GS-12 level.
  • Develop and Distribute partnership guides and other materials to enhance partnership capacity.
  • Create information resources and learning opportunities for networking and internal developmental activities.
  • Network and consult with other organizational members in support of partnership programs.
  • Establish and maintain a communications network with internal and external partners to support partnership projects.
  • Provide training for those involved with partnership activities and grant management in support of partnership activities.
  • Provide advisory assistance to staff and specialists to coordinate partnership efforts with external organizations and agencies.
  • Develop and implement strategies to ensure partnership program aligns with shared stewardship, conservation, and restoration goals.
  • Serve as a technical expert working in collaboration with partnership program staff and leadership to integrate program goals in support of the mission.
  • Apply agency-wide strategic focus areas to assist leadership in developing and implementing organizational goals, objectives, vision and values for the partnership program.
  • Organize and facilitate partnering sessions between internal and external partners to meet common goals.

Qualifications

Specialized Experience Requirement:

For the GS-11: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.)

Examples of specialized experience include one or more of the following: Assisted staff and stakeholders across a variety disciplines in the development of new partnerships or expanding/maintaining existing partnerships with governmental, non-governmental, non-profit, foundations, Tribal government, media, academic, and/or other organizations; Provided assistance in identifying potential partners and proposing partnership opportunities to help accomplish the organization's mission; Served as a technical specialist on projects and programs providing advice to staff regarding partnership programs and activities; Assisted with the management of natural resource projects and programs.

For the GS-12: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience is defined as two or more of the following: Created programs related to Partnership Program management activities and administrative support functions in order to coordinate and ensure effectiveness of these programs; Served as liaison with federal and state agencies including small businesses, governmental organizations, non-profits, tribal governments, media, academic institutions, the general public, local community groups, and other organizations concerned with natural resource management; Planned, developed, directed, and implemented partnership programs that included serving as a technical advisor to resolve partnership issues, provide guidance and/or writing grant proposals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
