Summary

This position is located in the Department of Defense Office of Inspector General (DoD OIG), Deputy Inspector General for Administrative Investigations (DIG-AI), Hotline Division. The mission of the DoD Hotline is to receive information pertaining to suspected threats to homeland security, leaks of classified information and oversee inquiries into allegations of fraud, waste, and mismanagement affecting DoD programs and operations at the local, national, and international levels.

Duties

Help
  • As a Senior Investigator (Hotline), GS-1810-14, your typical duties may include the following:
  • Serves as the primary subject matter expert, and principal advisor to the Hotline staff investigators, supervisors, and Director, regarding hotline policy and technical aspects.
  • Conducts Quality Control Reviews of externally referred cases to ensure compliance with law, regulation and policy.
  • Conducts DoD OIG Quality Assurance Reviews (QAR's) of component hotline programs, including establishing priorities, planning objectives and selecting the techniques, analysis methods and procedures to be utilized in the reviews.
  • Continually execute studies and analyses of the DoD and Component Hotlines’ programs, goals and processes to identify systemic deficiencies.
  • Provides training to the DoD and Component Hotline staff.
  • Recommends corrective action for operational efficiency to coincide with changes occurring within the hotline community.
  • Participates in long-range planning of Hotline objectives.
  • Actively work with DoD Components to ensure their understanding of hotline processes, develop viable alternatives, and assist them in meeting requirements.

  • Must be a U.S. Citizen.
  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
  • Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
  • Relocation allowance WILL NOT be authorized.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade:

For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.

Specialized Experience: Applicants must have 52 weeks of specialized at the GS-13 level in the federal service or at an equivalent level. Specialized experience is defined as demonstrated expertise in creating or developing policy, training staff, analyzing programs and processes and recommending corrective action for operational efficiency, developing long-range plans for program objectives, and conducting quality control reviews of investigation, audits, inspections or other inquiries.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experienceat this grade level.
