Summary

This position serves as the Office of Field Operations (OFO) Deputy Director over the Executive Management Team (EMT), and reports to the Chief Administrative Officer (CAO). The EMT is responsible for the timely completion of internal work products required to ensure the resourcing of 56 regional offices, 4 district offices and 5 OFO divisions. The EMT is comprised of an administrative (communications and budget) and human resources team.

Duties

Help

Specific duties include:

  • Responsible for ensuring efficient operation of the various divisions under the Executive Management Team (EMT), which include the communications, budget, and human resources staff.
  • Provides communication to the CAO on the effectiveness and efficiency of available workforce to complete existing, as well as projected, workloads for the EMT.
  • Formulates and recommends policies and plans that ensure a comprehensive program of due diligence and facilitates internal assessments and evaluations of program activities.
  • Develops performance measurement criteria, reviews, evaluates, and monitors day-to-day activities and long-range plans.
  • Monitors, tracks, and evaluates the reports, operational data, workload indicators, and workload systems for the team.
  • Assists VBA program offices with establishing procedures, policies, and initiatives for implementation of public laws and obtaining objectives for Veterans benefits programs.
  • Reviews proposed legislation and executive orders for the purpose of evaluating immediate and long-term impact on fiscal, manpower, workload, and economic resources and provides the CAO with recommendations potential changes for improvements.
  • Ensures appropriate documentation of decisions and implementation steps in programs and projects to avoid adverse findings on audits and studies.
  • In the absence of the CAO, the incumbent will represent the Office of Field Operations at meetings comprised of the Department's senior-level officials, Congressional staff, and other senior government and private sector stakeholders.
  • Serves as a liaison to the VA staff and VBA program offices to ensure appropriate internal controls are in effect.
  • Assures equity of performance standards; makes decisions on work problems presented by subordinate supervisors and serves as the reviewing official on evaluations for non-supervisory employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/18/2023.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

  • For a GS-15 position you must have served 52 weeks at the GS-14 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level:
  • Specialized Experience: Applicants must have one year of specialized experience which is equivalent to the next lower grade (GS-14 level) in the normal line of progression for the position. Specialized Experience is defined as experience diagnosing problems within an organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles for a division within a VA Office; and experience delivering Veteran's benefits services in a Veterans Administration (VA) business line or a Regional Office setting.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary and involves use of a personal computer; a degree of manual dexterity and visual acuity enough to utilize these tools is required.
