Summary

The primary purpose of this position is to serve as the Associate Director (AD) for Workforce Management (WFM), Organizational Management Development (OMD) for VHA, Member Services (MS). The AD plans, develops, and implements the analytics and informatics program, workforce management, forecasting, and scheduling, and conducts advanced projects throughout MS, supporting more than 2,300 employees in the MS business lines.

Help

Duties include, but are not limited to:

  • Provides program direction and administrative management of the MS organizations' analytics and informatics, workforce management, forecasting and scheduling programs and resources.
  • Provides consulting for complex and long-term initiatives and projects that involve multiple MS organizations and customers outside the agency.
  • Determines program priorities and develops operating program functions and activities.
  • Serves as the senior performance and data analyst for the organization.
  • Develops policies that enable strategic, operational, and tactical decision making for VA enrollment and related programs.
  • Provides authoritative information, policy guidance, and advisory assistance in the development of strategies for applying quantitative decision- making and quality management principles to core business areas.
  • Develops and conducts comprehensive analysis and reporting on program operations, develops reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems, and content.
  • Supervise a staff of journeymen level, Management & Program Analyst, Program Analysts and Data Interns to accomplish the work of the organizational unit.
  • Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
  • Investigates and analyzes adverse quality trends or conditions and initiates corrective action.
  • Designs studies, training programs, and organizational strategies for identifying opportunities to improve customer service and process quality.
  • Acts as an expert on special projects, business process improvement initiatives, advising top management on major office issues.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

1. Possessing comprehensive knowledge of an extensive body of rules, procedures, and/or operations in Workforce Management to perform a wide variety of interrelated or nonstandard procedural assignments and to resolve a wide range of problems.
2. Utilizing quantitative analysis techniques to support management for strategic, operational, and tactical decision-making.
3. Negotiating effectively with management to accept and implement recommendations where the proposals may require extensive changes in established procedures and/or may conflict with the desires of others.
4. Providing authoritative information, policy guidance, and advisory assistance in the development of strategies for applying quantitative decision-making and quality management principles to core business areas.
5. Determining program priorities and developing operating program functions and activities.
6. Performing administrative and human resource management functions relative to staff supervised.
7. Investigating and analyzing adverse quality trends or conditions and initiating corrective action.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary, although some slight physical effort may be required for lifting or moving light items such as files, papers, or small boxes. No special physical demands.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
