This position is located in an Area Office in USDA/Rural Development (RD). The incumbent has responsibility for servicing loans for projects, and underwriting and/or servicing assigned loans and grants for rural facilities, rural utilities, and/or rural businesses.
The incumbent is responsible for servicing an assigned loan and grant portfolio and has loan and grant underwriting and/or servicing responsibilities for rural facilities and rural utilities (CP) and rural businesses (BP).
Reviews and analyzes pre-applications, applications and all supporting documents to determine loan or grant eligibility.
Prepares written loan/grant recommendations for assigned CP and BP loans and grants.
Provides a wide variety of servicing actions for selected servicing actions for CP and BP and prepares necessary documentation to resolve any problems.

Successful completion of one-year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
GS-9: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or
its non-Federal equivalent that demonstrates: experience in performing loan making and/or loan
servicing duties such as regularly examining loan applications, supporting documents and credit reports, and maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis in connection with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments
OR master's or equivalent graduate degree
OR 2 full years of progressively higher-level graduate education leading to such a degree or LLB. or J.D., if related.
Equivalent combination of education and experience are qualifying for this grade level.
GS-11: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or
its non-Federal equivalent that demonstrates thorough knowledge and understanding of complex
mortgage or commercial loan making/servicing and credit principles and practices in order to assess the fundamental soundness of business, corporate or municipal loans and to independently examine applications and corporate financial documents and maintain servicing activities on a variety of mortgage and commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants; determining eligibility for loans and repayment ability; reviewing and approving applications for agricultural, commercial, and bank loans; servicing the loan portfolio of a bank and other loan association: performing financial analysis of commercial concerns for investment purposes; appraising real estate and business property to determine property valuation, or similar work.
