Duties

Help
  • Formulate budget estimates and analyze, interpret, and project budget data for specifically assigned organizations, object classes, substantive programs, and/or support activities.
  • Conduct research to locate and obtain information from existing financial databases.
  • Execute budget activities and operations for specifically assigned organizations, object classes, substantive programs, and/or support activities.
  • Review, execute, and distribute Planning Target Allocation (PTA) and Annual Work Plan (AWP) allocations and directives.
  • Monitor and track the expenditure of direct appropriations (including offsetting collections), mandatory (permanent) appropriations, transfers from other agencies, contributions, and/or reimbursements.
  • Participate in efforts regarding long and short-range financial planning, budgetary authorizations, financial management system requirements, etc.
  • Ensure the formulated budget is consistent and adequately addresses high priority directives and all submission requirements.
  • Develop, review, and edit detailed analyses, estimates, proposals, and justifications for annual funding needs for all current and out year activities.
  • Extract and analyze budgetary data for the purpose of meeting management requirements, monitoring trends, making projections, and identifying needs for process changes, budget constraints, etc.

At the GS-09 Level:
Specialized Experience:
One (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Examples of specialized experience include perform a variety of budgetary and administrative functions associated with all phases of the budget process consistent with laws and regulations (e.g., formulation, justification, presentation, and execution); provide continuous monitoring of utilization of funds, funds availability, and overall budgetary progress throughout the fiscal year in order to determine that estimates of funding needs and requests for allotments are in line with program plans; and provide reports and/or advice to management officials on budgetary matters.

Education: Have completed two (2) full years of graduate education leading to a Master's degree or equivalent in a field directly related to the position being filled.

Combination of Education and Specialized Experience: Have an equivalent combination of the type and level of experience and education described above. Only graduate level education in a field directly related to the position being filled in excess of the first year may be combined with experience.

At the GS-11 Level:
Specialized Experience: One (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Examples of specialized experience include independently perform a variety of budgetary and administrative functions associated with all phases of the budget process consistent with laws and regulations (e.g., developing, analyzing, or implementing budget proposals, justification, presentation, and execution); determining whether obligations, expenditures and allotments are within funding limitations of an approved budget; compiling, analyzing and making corrective entries to income, operating expenses, and budget throughout the fiscal year; compiling and presenting financial data, into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews.

Have completed three (3) full years of graduate education leading to a PhD. or equivalent doctoral degree in a field directly related to the position being filled.

Combination of Education and Specialized Experience: Have an equivalent combination of the education and specialized experience described above. Only graduate level education in a field directly related to the position being filled in excess of the first two years may be combined with experience.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is principally sedentary with a moderate amount of standing and walking.

Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.

Education

This position falls under the Budget Analysis Series 0560, Administrative and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.

This position has a substitution of education for Specialized Experience. See qualification section for a description of the education substitution for specialized experience. You MUST submit a copy of ALL of your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
