Summary

This position is in Veteran's Benefits Administration (VBA), Medical Disability Exams (MDE) program office. The Data Chief is directly responsible for management of MDE data analytics and data evaluation and analysis. He or she is responsible for reporting operational data and analyzes performance data to provide the Assistant Director, Executive Director, and Deputy Executive Director for MDEO with situational awareness to optimize operating and business activities.

Duties

Help

Specific duties include:

  • Provides technical and administrative supervision to subordinate staff members and oversees the daily operation of the unit, ensures agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
  • Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
  • Gathers, analyzes, and organizes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to MDE functions. Reviews and reconciles large amounts of data.
  • Applies analytical and evaluative methods and techniques to issues or studies concerning substantive program functions. Interprets findings resulting from studies that are independently developed. Completes analyses of data and identifies significant findings. Analyzes and evaluates on a quantitative or qualitative bases, the effectiveness of operations in meeting established goals and objectives.
  • Utilizes statistical and scientific methods to analyze qualitative and quantitative data for the purpose of design optimization, trend modeling, time-series forecasting, and quality assessment.
  • Works with VBA Performance Analysis and Integrity (PA&I), prepares necessary documentation for VA and Congressional submissions and monthly reports which includes performance goals which are tied into program effectiveness.
  • Identifies and analyzes trends in MDE data that includes, production, quality, timeliness, and other elements essential to the MDE operations.
  • Assures timely accomplishment of the assigned tasks by keeping in touch with the status and progress of work and planning in accordance with established priorities. Checks on work in progress and reviewing completed work to see that supervisor's instructions on work sequences, procedures, methods, and deadlines have been met.
  • Data Mining--Uses expert knowledge of Power BI, MS Excel, Tableau, and other mathematical, statistical, and analytical software to perform advanced data analyses of activities that uncovers needs, opportunities, and operational risks not otherwise apparent. Insights reduce organizational risks and result in improved service to Veterans.
  • Statistical Modeling--Builds complex probability models and simulations to forecast claims receipts and predict processing capabilities under a variety of world scenarios. Insights developed impact VBA policy and resource allocation decisions.
  • Performance Evaluation and Reporting--Evaluates program performance metrics, whether internally or externally produced, and briefs leadership on the implications of status, trends, and risk insights gained through the expert knowledge like those with Oracle BI, Power BI, Tableau, and Tableau Server are required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/15/2023.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:GS-14 Grade Level:
  • Specialized Experience: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-13 level) in the normal line of progression for the position. Specialized experience is defined as, but not limited to, experience utilizing program management pertaining to planning, development and execution of worldwide program and be able to prepare various documents including program justifications.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary.
