Duties

Help

Serves as Senior Web Designer and administrator for Marine Corps Community Services (MCCS) website platforms, operationally reporting to the Future Operations Branch of Marine and Family Programs Division, Headquarters Marine Corps. Uses knowledge of internet technologies, protocols, usability concepts like navigational aids, site architecture, web base applications, accessibility technologies, and copyright laws to independently design and develop functional solutions for public and private websites. Provides daily support to highly collaborative web-based environment that services Headquarters Marine Corps, worldwide installations and individual teams utilizing Microsoft SharePoint. Determines appropriate methods and techniques to apply to assignments.  Independently interprets related regulations, troubleshoots and uses new methods to resolve complex problems.         

Conducts research for website design and development, to include investigation of tools and technologies, and makes recommendations. Determines appropriate methods for delivering information via the internet.  Improves digital capabilities by evaluating and integrating third-party solutions.  Creates applications that enhance, and meet business and technical requirements. Determines appropriate use for copyrighted electronic property on websites.  Collects and defines user requirements, and designs technical site plans, test plans, database use, layouts, navigation and other technical specifications.  Develops site functionality, features, navigation, user interface, backend connectivity, access, security and changes management utilizing specified web tools.  Plans and performs estimates, and implements quality control measures.  Incorporates text, graphics, pictures, objects, video, sound, and all required media enhanced effects as required.  Conducts site maintenance.  Develops and oversees compliance with communication policies, data management and brand/visual guidelines. Provides training and end user customer support as required.  Collaborates with the customer, marketing teams, web developers, web designers, web administrators, application developers, database designers and other technical staff as required to deliver products and services.

Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies.  Monitors web environment on a regular basis, and initiates corrective action to ensure support of operating programs.  Develops long-range plans in conjunction with internal operating directives.  Ensures employees follow security, safety and housekeeping rules.  Conducts on-the-job training and instructions.  Responsible for cross-training the team and mentoring backup team members.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

Bachelor’s degree in information technology or a related field appropriate to the work of position AND three years of experience in website management, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. 

Must have experience developing content management systems, such as WordPress, Drupal, Mura, SharePoint, etc., with a strong emphasis on customization, responsive design and web based applications. Strong knowledge of Adobe Dreamweaver and Adobe Photoshop, and current development languages to create customized web parts using HTML, CSS, jQuery, Javascript, ColdFusion, SQL, and XML.  Knowledge of digital media, mobile development, analytics, motion graphics and web protocols highly preferred. Experience that demonstrates skill to serve as the primary point of contact for content management system (CMS) requirements to include design, implementation, maintenance and/or operation of all functional  information technology systems. Skill to develop and deliver technical and operational plans, briefings and training.  Working knowledge of Information Technology processes and procedures, principles and practices to include hardware, software, and operating systems in support of business operations.  Skill to prepare and maintain clear, accurate and complete records, reports and correspondence.  Exceptional customer relations and interpersonal skills.  Strong verbal and written communication skills.

This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquiries (ANACI/ Tier 3) background investigation to satisfy IT Level II designation.  Appointment and continued employment is subject to a favorable adjudication of the security investigation.

As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training.

Eligible for incremental telework as determined by MR/MF policy.
