The Program Analyst:

  • Functions include developing, proposing and promulgating guidelines, methods, procedures, plans of action, and decisions for all assigned areas.  As a team lead, and/or member, responsible for areas such as IT strategic planning/policy, IT legislation, regulations, Executive Orders, Office of Management and Budget (OMB) issuances, data management, including information collection, privacy, records, accessibility, and IT workforce.  Serves as the DOT PRA Clearance Officer to oversee the DOT PRA program. Reviews and coordinates with the support of the Component Information Collection Clearance Officers the submission of all information collection requests to ensure that they meet the standards established by PRA, OMB, and DOT guidelines.
  • Coordinates, reviews, and finalizes inputs from DOT Components to prepare annual Information Collection Budget ( ICB) submission to OMB.
  • Liaises with DOT Components, OMB, other Federal agencies, and the public sector for issues concerning communications and operations of the DOT PRA program. Reports PRA violations to OMB. Coordinates as needed with Bureau of Transportation Statistics (BTS) to ensure information collection methodology is statistically sound (49 USC 6302(b); 49 USC 6304).
  • Serves as an independent analyst applying knowledge of standard, well-established principles, concepts, and methods.   Performs a variety of duties involving the coordination, monitoring, oversight, and evaluation of routine eGovernment Act, Clinger-Cohen Act, Privacy Act, Rehabilitation Act, and Paperwork Reduction Act requirements as well as eGovernment projects and activities.

The ideal candidate has experience serving as a Program Analyst and advisor on the development, coordination, oversight, evaluation, execution, and monitoring of the eGovernment Act, Clinger-Cohen Act, Privacy Act, Paperwork Reduction Act (PRA), Government Paperwork Elimination Act (GPEA), Record Retention, Rehabilitation Act (IT accessibility) and electronic Government requirements.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience analyzing programs, providing advisory services and technical assistance to agencies to ensure policy compliance with information collection activities and reporting requirements to minimize costs and burden imposed on the public.
  • Experience in leading and coordinating the activities of Information Collection Clearance Officers in the submission of all information collection requests to ensure that they meet the standards of established agency guidelines for a paperwork reduction act program.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
  2. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
