The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Serves as a senior analyst responsible for developing and/or interpreting guidance on program planning, execution and evaluation.
  • Performs a range of analytical studies and projects affecting major Cybersecurity or Applications Development programs. Participates in systems and program planning, analysis and review.
  • Supports supervisor, team leader, analysts, project leaders or project support personnel in the areas of improvement and enhancements of work methods and/or procedures. Documents preparations, data point research, strategic communications planning, group work sessions, training initiatives or other duties as assigned.
  • Carries out routine, high priority or special tasks and assignments. This encompasses a wide variety of issues sometimes involving sensitive and confidential data such as SBU, CUI and FTI. Serves as a customer-oriented employee to the business units and/or leadership in monitoring sensitive and confidential matters, and significant involvement in formulating and effectuating the organization's policies and procedures. Maintains files and/or records containing confidential PII, SBU, CUI and FTI data.
  • Conducts studies of employee/organizational efficiency and productivity, and recommends changes or improvements in organization, staffing, work methods and/or procedures. Identifies resources (i.e., staffing, funding, equipment, facilities) required to support recommended levels of program operations. As needed or requested, advises on the distribution of work among positions and the appropriate staffing levels and skills mix.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-07 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes performing operational reviews, preparing program evaluations, and providing guidelines pertaining to the effectiveness of program operations. Experience with demonstrated knowledge of program goals and objectives to provide support to management. Experience assisting with the preparation of briefings and reports (i.e., project report, staff papers, manuals, and directives) to gather information and to prepare clear and effective recommendations both verbally and in writing; OR
EDUCATION: You may substitute education for specialized experience as follows: One (1) year of graduate level education at an accredited college or university in a related field of study; OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two (2) years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two (2) years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies; OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.

SPECIALIZED EXPERIENCE FOR GS-09 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes experience performing studies and evaluating program operations; Experience with analytical and evaluative methods/techniques and management/organization principles for assessing program development or execution, and improving organizational effectiveness and efficiency; Experience with reporting (i.e., budgetary reporting, fact-finding and analytical techniques) to gather information and data presentation methods to prepare clear and effective recommendations both verbally and in writing; Experience presenting data, interpretations and conclusions in a clear, concise and logical manner; OR EDUCATION: You may substitute education for specialized experience as follows: master's or equivalent graduate degree in a related field of study. OR Two (2) full years of progressively higher-level graduate education leading to a master's degree in a related field of study; OR LL.B. or J.D., if related; OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.

SPECIALIZED EXPERIENCE FOR GS-11 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity. Advising management on issues related to assigned program. Experience exercising independent judgment and discretion in making recommendations to management in the areas of performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives. In addition, you must have experience participating in the performance of a range of analytical studies and projects affecting Cybersecurity. Experience carrying out routine, priority or special tasks and assignments which encompass a wide variety of issues involving sensitive and confidential data such as PII, SBU, CUI and FTI; OR EDUCATION: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university; OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study; OR LL.M. if related.
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.

Continuation of Specialized Experience requirements:

SPECIALIZED EXPERIENCE FOR GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with evaluative and analytical methods and techniques, and management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising methods and developing new approaches and analyzing the budgetary impact of changes in parameters and making recommendations; Experience with budgetary methods and techniques to prepare analyses and estimate resource needs; Experience working with operational programs, work processes and related activities to identify actual or potential problem areas, and deficiencies; Experience implementing special projects working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex budgetary projects and studies; Experience in oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations, as well as, written communication techniques to prepare project papers, budgetary reports, manuals, and directives.
