Summary

This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), IBC FMD Accounting Operations Division. The incumbent will be responsible for assisting, in an advanced developmental capacity, higher graded professional accountants and other bureau financial management employees in providing professional accounting services to the bureau.

Help
  • Analyzes and reconciles a variety of general ledger accounts, subsidiary ledgers and fund balance accounts; resolves all differences and makes adjustments and corrective actions.
  • Maintains a knowledge of the operation of the client's financial system and analyzes and enters various types of accounting transactions into the financial system.
  • Prepares and submits monthly, quarterly, and annual management and regulatory reports and financial statements required by the client.
  • Research accounting and finance issues for IBC clients, in order to resolve problems and prepare financial reports.

Qualifications

All applicants for this position must possess one of the following basic requirements:
A. Bachelor's Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full- performance level (i.e. GS-12) in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes experience applying generally accepted accounting principles, standards and applicable laws/regulations to resolve complex accounting discrepancies; researching billable exceptions to assure compliance with applicable laws, rules, regulations and policies; and reviewing and evaluating financial systems for effectiveness of internal controls and integrity of the organization's financial information.

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. Examples of such experience include: preparation of federal or similar periodic financial statements and reports; formulating a variety of financial reports; recommending policies and procedures relevant to the accounting system; devising accounting structures and procedures to meet regulatory and legal requirements; reconciling cash, accounts receivable, accounts payable, and other general ledger accounts; correcting differences between subsidiary ledger balances and the control account balances in the general ledger; providing accounting information and guidance to program officials; and independently solving complex finance and accounting problems. Knowledge and experience with the use of Financial and Business Management System (FBMS) and Oracle is highly desirable.OR

B. 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.; OR

C. A combination of education and experience as listed above.

Stipulations of Employment:

The salary range for this position will be dependent on the duty station. Following are the pay ranges based on location:
Lakewood, CO: $63,271- $82,249
Herndon, VA: $64,957 - $84,441
