Summary

This position is located in the Reserve Fleets, Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Marine Administration (MARAD). You will serve as Fleet Superintendent and be responsible for the management, operation, and administration of the entire Reserve Fleet activity.

Duties

Help

As a Fleet Superintendent, you will:

  • Plan, prioritize, and assign work; collaborate with peers and subordinates to assure effective advisory services; and otherwise ensures continuous progress toward stated goals.
  • Obtain information from multiple sources, evaluates it, and make accurate broad-based decisions to enhance program management and achieve results.
  • Exercise responsibility for planning, organizing, directing, and inspecting all phases of preservation and maintenance work carried out on all ships, Fleet’s support water craft, shore-based equipment, other assets at the Reserve Fleet site by Fleet personnel and contractors, and ship movements in, out, and within the Reserve Fleet.
  • Exercise responsibility for the active retention procedures on Ready Reserve Force (RRF) vessels, which are maintained in an advanced state of readiness.
  • Administer a number of ongoing reimbursable programs regarding the custody of vessels at the Reserve Fleet which belong to other Government agencies such as the Navy, Army, Air Force, etc.
  • Maintain liaison with these activities in connection with lay-up and retention procedures to assure compliance with existing National Defense Reserve Fleet (NDRF) instructions.
  • Ensure the proper formulation and presentation of the annual budget and the management of funds allocated to the Reserve Fleet for the accomplishment of program objectives. direct the apportioning of funds among object classes and review and approve outside contract work within the limits of delegated authority.
  • Evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters; interview and candidate for positions in the unit; recommend appointment, promotion, or reassignment to such positions; hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effect; identify developmental and training needs of employees, provide or arrange for needed development and training; find ways to improve production or increase the quality of the work directed; and develop performance standards.

The Ideal Candidate has knowledge of the overall management, operations, and administration of a Reserve Fleet or other inactive ship fleet.  Will maintain custody, preservation, security and husbandry of a variety of ship types such as ocean-going merchant cargo, tanker, and Navy auxiliary ships, offshore supply vessels and various specialty vessels.  Have knowledge of the operation and management of a waterfront support facility and management of accountable government property.

CONDITIONS OF EMPLOYMENT:

If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in the overall management, operations, and administration of a Reserve Fleet or other inactive ship fleet.
  • Experience in maintaining custody, preservation, security and husbandry of a variety of ship types such as ocean-going merchant cargo, tanker, and Navy auxiliary ships, offshore supply vessels and various specialty vessels.
  • Experience the operation and management of a waterfront support facility and management of accountable government property.
  • Experience in budget preparation, budget execution and management, and procurement activities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Financial Management-Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
  • Employee development-Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives.
  • Communication and media-Knowledge of the production, communication and disseminations of information and ideas to inform and entertain via written, oral, and visual media.
