Help

Major duties includes but not limited to:

  • Responsible for a broad range of technical, developmental, analytical and managerial support duties with the us of information technology to support the medical center. Conducts studies, analyzes findings, and makes recommendations to management on quantitative and qualitative basis in order to meet related goals, mission, and objectives. Responsible for understanding clinic utilization, clinic profile management, labor mapping, encounters, and scheduling activities. Comprehensive knowledge of the data including data design, collection and management in order to input, retrieve, analyze, summarize and present information effectively. Responsible for extracting clinical and workload data from VHA Support Service, the Corporate Data Warehouse, and Managerial Accounting Control Center to compile data for managerial reporting activities.
  • The incumbent uses a wide range of analytical and evaluative methods, as a well as independent judgment to identify opportunities for enhancing data analytics performance and productivity through process improvements. The effectiveness and efficiency of program operations as assessed by the position is to inform leadership across the facility, through High Reliability service, Clinical Executive Board, Nurse Executive Board, Business Integrity Compliance, Consult Committee reporting, and others.
  • The Program Analyst serves a technical consultant to the Chief of Primary Care Service, Associate Chief of Nursing of Primary Care Service, Operations Director, and Administrative Officer providing evaluation, guidance, recommendations, and oversight of activities related to workload capture, resource utilization, information management, and access management. As a primary subject matter expert, the incumbent serves as the knowledge expert for the electronic health record and associated clinical software and proves users and staff with consultative support and education. Extracts, analyzes, and provides data to assess treatment impacts such as: clinical endpoints, health status outcomes and utility estimates, estimated usage, characteristics of treating designated populations, evaluating patters of substitution against other products such as resource impact assessments. Actively participates in the development of clinical decision-support systems with the Medical Records Committee, the Clinical Executive Board, clinical informatics oversight committees, Clinical Practice Committee and others. Consults, advises, and educates all levels of employees including the highest levels of management at facility, as well as in the VISN, on methods and means to make health care operations more effective and efficient. Integrates knowledge of clinical and information processes to achieve successful adoption and application of new technologies to support health care operations and systems; initiates, develops, and executes complex projects that support veterans' health care needs, collaborating effectively in a lead role; assists clinical business end users in reengineering business processes for clinical efficiency and documentation.
  • Maintains knowledge of changes in technology and clinical environment to identify, propose, formulate and support new or revised major administrative and clinical policies and directives for clinical software packages in accordance with VHA regulations. Provides expertise in the design of decision support tools that improve health care efficiency, effectiveness and safety. Applies statistical analyses and interprets their significance, including validity of measures used to generate outcomes related to patient management systems. Develops and presents recommendations for improving clinical data-management methods, follow-up procedures, and timely compliance with regulatory guidelines. Serves as a leader in change management.
  • The incumbent guides the evolution of clinical software and processes using creative and well-development interpersonal skills to achieve effective communication with internal and external customers. Collaborates with technical, clinical and administrative staff to develop system requirements.
  • Provides regular and timely reports. Responsible for developing and furnishing data and performs analysis.

Qualifications

To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 09/14/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the Gs-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your specialized experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; Knowledge of the theory and principles of management including administrative practices and procedures common to VA organizations; Ability to use qualitative and quantitative analytical techniques; and Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have
    • Master's or equivalent Graduate degree; OR
    • 2 full years of progressively higher level graduate education leading to such a degree; OR
    • LL.B. or J.D.; OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education with a major appropriate to the position (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. For example, 6 months of experience at GS-7 plus 1-1/2 years of graduate-level education may qualify you for this GS. NOTE: Transcripts required. Education cannot be credited without documentation.
