This is a Direct Hiring Authority (DHA) Notice open to the Public using the Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base in the Department of Defense DHA.

Duties

Help
  • Serves as part of a dynamic team providing support to US/Allied military services and other government customers by purchasing spare parts.
  • Represents the government and performs the work necessary to enter into purchase agreements by evaluating offers, performing price analysis, and recommending award to the Contracting Officer.
  • Administers the contract after the award to assure the parts are delivered timely from the commercial vendors to the customer.
  • Performs other duties as assigned.

Qualifications

To qualify for a Purchasing Agent, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify at the Grade 6 (GS-06) level, applicants must possess one year of specialized experience (see below) equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military, private sector, or unpaid volunteer work. To qualify at the Grade 7 (GS-07) level, applicants must possess one year of specialized experience (see below) equivalent to the GS-06 level or equivalent under other pay systems in the Federal service, military, private sector, or unpaid volunteer work. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Qualifying examples of experience if applying at the grade 6 level (GS-06): ($41,818 -$54,364)
- Performs basic arithmetic in business to make simple comparisons of price.
- Reviews availability of parts and considers alternatives for unavailable items as needed.
- Negotiates the price for a contract or purchase order.
- Analyzes vendor's past performance to determine the best value.

Qualifying examples of experience if applying at the grade 7 level: ($46,469 - 7/10 $60,405)
- In addition to the above, monitors a supplier or vendors performance based on the agreed contract.
- Purchases commercial supplies and/or services through competitive open market procedures or through orders against established contracts.




Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

DRUG-FREE WORKPLACE: The Defense Logistics Agency (DLA) has established a Drug-Free Federal Workplace Policy. All applicants tentatively selected for DLA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.
