Summary

This position will be located in the USDA, Rural Development (RD), Innovation Center (IC), Data Analytics Division. Incumbent serves as a senior Program Analyst (Data Analytics) and advisor to leadership in leading and coordinating the efforts of other professionals and contractors in solving complex and far-reaching data management issues and problems for a wide range of administrative support systems and customers.

Help
  • Interprets results of data analysis into clear, actionable communications that equip RD decision makers to make informed, data-driven decisions to determine impact on program operations and work methods.
  • Employs a wide range of data analytical skills, leveraging quantitative and qualitative methodologies to responds to high priority internal and external information requests.
  • Conducts observational analyses using software such as Tableau to explore/group data, predict outcomes, and inform decisions. Derives meaning from large and complex data.
  • Translates complex concepts, findings, and limitations into concise, plain language.
  • Creates useful presentations and interpretations of analytical outputs, independently synthesizing findings and turning them into actionable insights.
  • Provides expert advice and guidance to team members on projects.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-14 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-13 grade level; or its non-Federal equivalent that demonstrates: developing, analyzing, validating and presenting complex data.

Also requires either:

  • proven expertise in the development of advanced data-driven business intelligence and management tools using applications for data-rich visualizations, such as Tableau and R, to analyze large volume data sets,
  • significant project leadership and mastery of dashboard design using multidimensional data from multiple sources, and
  • demonstrated experience and familiarity with structured and unstructured storage alternatives such as data warehouses and data lakes utilizing both on-prem and cloud servers.
Or:
  • proven expertise in data mining and complex geospatial modeling using software applications such as ArcGIS, to extract and analyze large and complex data,
  • demonstrated proficiency in spatial analysis, project design, and advanced analytics,
  • strong knowledge of spatial data formats and metadata issues, and
  • demonstrated project leadership and geospatial subject matter expertise in support of organization's analytical needs.
There is no substitution of education for experience at the GS-14 grade level.
