The position serves as a Lead Program Analyst in the Financial Management Directorate (FMD), Library Collections and Services Group (LCSG), at the Library of Congress (LOC) and reports to the Director, FMD. The position is responsible for designing, developing and utilizing data collection instruments, gathering data from external sources, integrating and analyzing data and reporting trends in preparation of the LCSG budget plan, individual service unit and division annual budget performance plans, and program performance assessment. The position is responsible for business process improvement in a financial arena, management reviews, and organizational analyses that support management and annual planning, program review, and budget preparation for LCSG.

Serves as a Team Leader and ensures that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services.

Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution.

Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.

Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks.

Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor’s instructions on work priorities, methods, deadlines and quality have been met. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. 

As a recognized authority in the analysis and evaluation of programs and issues, the employee performs complex comparative analytical studies in support of LCSG mission. Conducts analysis of statistical data and comprehensive evaluations and data analytics of ongoing operations to ensure program goals are met and identifies areas where operational efficiency can be enhanced. Leads FMD staff and contractors in implementing data systems to gather and analyze such data.

Identifies and utilizes efficient methods, best practices, analysis techniques, and tools to capture relevant financial data relating to LCSG and overall Library practices and to forecast underlying patterns and trends that include evolving technologies and other factors and related issues. 

Provides expert guidance in resolving complex problems and/or issues affecting the Library Collections and Services Group Operating Plan Budgets and Management Plans.

Collects significant information essential to the planning and organizational process (e.g., internal information, audits, benchmarking information, stakeholder input). Participates in the analysis and reporting of the LCSG’s initiatives such as streamlining operations for maximum efficiency, automation, and effectiveness.

Acts as primary liaison with critical persons and groups inside the Library; independently handling major office issues. Maintains the annual budget execution plans and tracks performance against established baselines and targets. Provides guidance and aid to LCSG managers pertaining to regular and end-of-year assessments of the status of the LCSG budget operating plan and identifies kinds and types of data in support of manpower planning and analysis.

Independently drafts memos, correspondence, reports, presentation materials and other complex analytical documents that include narrative text, graphs, charts, tables, and other visual representations of data and analysis. Coordinates with or leads others to integrate statistical analysis and findings into reports and other presentation documents.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
