You will plan, develop, and establish the contractual strategy for the overall, highly complex acquisition action.
You will develop a pre-negotiation position, determines the types of contracts and negotiation authority to be used, and prepares justification.
You will serve as the managerial contracting advisor to the program management office, and represents the agency or department as one of the program's contractual authority at conferences and meetings.

You will be responsible for post award functions involving highly specialized procurements of significance and sensitivity in support of the national defense.
You will assign portions of the contract to subordinate activity contract specialists when applicable.
You will develop internal methods, procedures and policies governing the operation of the division.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
In addition to the basic education requirement, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector as professional contract specialist managing contracting functions or operations (e.g., cost/price analysis, strategies, negotiations, pre-award and post award processes, solicitations, procurement, and contractor performance) to ensure compliance with established laws or contract terms and requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
