Duties

Help
  • Plans, coordinates, and executes activities for D-CATSe, a mission critical IT program for the OIG. Ensures system compliance with Federal and agency policy and regulations.
  • Establishes and maintains IT program management policies, goals and objectives for Portfolio systems.
  • Conveys to employees, including contractors, agency IT project methodologies, work sequences, and changes in work requirements. Chairs or participates in groups to review project activities, direction, and policy.
  • Collaborates with cross functional teams for project planning, scheduling, rough order of magnitude cost-estimating, and risk assessments aimed at creating and delivering new services and/or enhancing existing services.
  • Prepares briefings and detailed budget input to ensure Portfolio systems have sufficient resources and meet all regulatory and internal policy requirements.
  • Prepares and presents information for investment review councils, such as OUSD(C) (Office of the Under Secretary of Defense (Comptroller)), CAPE (Cost Assessment and Program Evaluation), and the DoD OIG Technology Review Council.
  • Performs lifecycle cost analysis, cost benefit analysis, and economic evaluations of current or proposed program operations.
  • Responsible for monitoring project expenses; developing contractual documentation (Statements of Work [SOW] and Performance Work Statements [PWS]); reviewing and evaluating contractor proposals, and making recommendations and awards.
  • Manages IT projects through all phases from project initiation, configuration or development, testing, and project closure.
  • Develops, tracks and maintains project management plans to ensure all projects are accomplished on time, within prescribed funding parameters, and in accordance with business objectives.
  • Applies expert knowledge to manage risks and maintain control of time, scope and costs. Uses both waterfall and agile methodologies to facilitate projects.
  • Maintains efficient and effective customer communications, manages customer expectations, and ensures the project stays within the documented project scope.
  • Documents customer requirements and ensure project objectives align to meet business needs. Effectively communicates with a variety of audiences ranging from senior level management to solution implementation teams.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:
You must have at least 52 weeks of specialized experience at the GS-13 level in the Federal service or at an equivalent level. To meet the basic requirements for this position, applicants must have one year (52 weeks) of specialized experience at or equivalent to the GS-13. Specialized experience is defined as: PD technical expert responsible for leading and managing IT projects for defense-wide and mission systems, applications, and infrastructure efforts using the Project Management Body of Knowledge principles, Agile methodologies, and underlying frameworks. Duties for this position include, providing direction, plans, coordination, and execution of agency-wide, and mission critical IT projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
