About the Position: The Regional Technical Specialist (RTS) will serve as the MVD Regional Economic Technical Specialist, Planning Division, conducting comprehensive benefits analysis applicable to any civil works project business line. The RTS duties will be performed at least 25% of the time.

Help
  • Utilize highly specialized economic policies and procedures to evaluate civil works structural and nonstructural projects.
  • Develop innovative analytical solutions and new techniques to apply effective and economically justified solutions to water resources problems.
  • Evaluate various projects such as levees and/or floodwalls, or nonstructural projects such as relocation, or flood-warning systems.
  • Contribute to the development of guidelines, regulations, and policies.
  • Develops economic and econometric models to determine project benefits and/or costs for projects.
  • Participate in conferences with representatives and /or regional and national level meetings dealing with economics.
  • Provide advice on challenging technical issues, employee development, and workload management.
  • Conduct comprehensive benefits analysis applicable to any civil works project business line.

In order to qualify, you must meet the following education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Economist:

A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes; Conducting economic studies to determine the benefits of existing and/or proposed water resource development projects; Collaborating with various activities to ensure economic compliance of projects and Analyzing economic navigation aspects of planning studies and develops innovative solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

Additional information

  • NOTE: This position serves as a MVD regional economic technical specialist for comprehensive benefit analyses applicable to any civil works project business line. This includes, but is not limited to, flood risk management, navigation, and ecosystem restoration. Assignments involve work in a broad range of activities and highly specialized economic policy and procedures concerning civil works projects. The incumbent of the position will encounter many tasks or projects that involve complex and potentially controversial issues. The incumbent will develop innovative analytical solutions and new techniques to apply to the formulation and evaluation of multi-disciplinary projects with the goal of producing effective and economically justified solutions to water resources problems in the Mississippi Valley Division.
