Duties

Help

- Provides technical leadership and serves as team lead on complex data analysis projects, including projects that use complex analytic approaches common to the field of data science including AI/ML techniques, natural language processing (NLP), statistical analysis, geographic analysis, data visualizations, and application/model development; to identify and monitor risks to the financial system and the deposit insurance fund, and to inform the development of banking policy and the conduct of supervision and resolution- related activities.

- Leads the development of auditable, flexible, repeatable, and scalable extract transform and load (ETL) or extract load transform (ELT) capabilities on large structured and unstructured data sources in a variety of formats from multiple sources, including internal and external application programming interfaces (APIs).

- Leads in the development of applications and visualizations of geographic data for analyses of climate and other risks; demonstrates proficiency in evolving geographical information system (GIS) mapping capabilities, including internal and external geographic datasets and mapping software (such as Google Maps API or ArcGIS).

- Utilizes software and/or programming languages to automate complex and intersecting data orchestration workflows. Leads the development of utilities or scripts to automate task execution and the instantiation of data pipelines; and to programmatically deploy and update data visualizations, data sources, and other analytic tools.  Develops processes and algorithms for data engineering, including data manipulation, cleaning, analytics, and visualization, using appropriate software and programming language(s) (such as Python, GIS software, SQL, R and Microsoft Azure solutions).

- Develops and maintains expertise in the efficient use of a variety of cloud technologies (including Microsoft Azure Databricks and Apache Airflow), statistical programming languages and software (including Python and SQL), and distributed computing software and databases (such as Apache Spark and PySpark), and GIS software (such as Google Maps API and ArcGIS).

Qualifying experience may be obtained in the private or public sector. Basic Requirement:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. -OR-
B. Combination of education and experience: Courses must be equivalent to a major field of study (30 semester hours) in Mathematics, statistics, computer science, data science or field directly related to the position.
In addition to the basic requirements stated above, applicants must also possess specialized experience.

To qualify for the CG-15, applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service.  Specialized experience is defined as, 1) developing, deploying and or supporting artificial intelligence or machine learning models; 2) writing code (a) to conduct analyses using machine learning algorithms or (b) to create, deploy or maintain data pipelines using Python, SQL, R, Apache Airflow, or Microsoft Azure technologies such as Azure Databricks; and 3) developing geographic information system (GIS) solutions or visualizations using technologies such as Google Maps API, ArcGIS, Tableau, or Microsoft Power BI.

1. Skill in the application and interpretation of AI/ML analytical techniques including supervised, unsupervised and reinforcement learning, or NLP, utilizing statistical programs and programming languages (such as Python, R, SAS, etc.).

2. Ability to utilize data visualization tools (such as R or Python, Microsoft Power BI, or GIS software) to communicate and display complex analytical results including the development of graphics, charts, and other visualizations.

3. Skill designing visualizations tailored to specific audiences (i.e., analysts, economists, examination or resolution staff, and senior management).

4. Ability to utilize open-source, batch-oriented tools for constructing data pipelines, and for authoring and testing algorithms designed to perform quality assurance (QA) steps throughout ETL/ELT and data integration processes.

5. Skill combining large volumes of geographic, demographic, census, climate, and survey data for map-based analytical use cases, to lead in the identification, ingestion, and analysis of data to inform climate-related risk modeling, inter-agency research and outreach.

6. Ability to design and programmatically deploy and update data sources and pipelines supporting analytics, automated task execution, and visualizations.

7. Ability to communicate and display complex analytical results including the development of graphics, charts, and other visualizations. 

8. Knowledge of AI/ML programming and analytical techniques and their underlying assumptions and limitations.

9. Ability to programmatically apply concepts and methods in the context of banking research and analysis. These concepts include, but are not limited to, supervised, unsupervised, reinforcement, and NLP algorithms and models.

10. Ability to collect, stage, and productize large and complex datasets (including structured and unstructured data) in distributed or high-performance computing environments using appropriate software and programming languages, such as Apache Spark and PySpark.
