Duties

Help

  • Manages the technical, business, cultural, and architectural strategy for migrating from the current to the future health informatics environment, as well as supervising staff responsible for the business-side support of existing clinical applications currently utilized nationally in the field.
  • Obtains the resources necessary to achieve the desired objectives, the effective use of government resources, and deals with key officials both within and outside the organization to gain understanding and support for enterprise clinical applications.
  • Directs and manages activities and teams to define overall project requirements, plan and coordinate design, development, and implementation, resolve a wide range of management and technical issues, and review and refine final products prior to submission.
  • Develops, standardizes, and evaluates technical, business, and cultural strategies and methods for migrating CIDMO-approved national clinical applications from the current to the future health informatics environment.
  • Develop and document requirements, capabilities, and constraints for design procedures and processes.
  • Coordinates with systems architects and developers, as needed, to provide oversight in the development of design solutions.
  • Serves as a principal advocate within the agency for the application of improvement concepts and practices, and consults with senior healthcare and IT managers throughout the agency in the implementation of process improvement practices as it relates to CIDMO's national clinical application efforts.
  • Exercises considerable judgment and ingenuity in advocating the benefits of implementing business-driven quality and process improvement approaches.
  • Collaborates with contributors spanning numerous cross-administration teams from knowledge management, business and technical architecture, development partnerships, strategic plan and change management. The incumbent is accountable for the collaborative work products and deliverables of these teams.
  • Directs and facilitates planning, development, implementation, coordination, monitoring and evaluation of all respective efforts to include ongoing review of scope and schedules, project guidelines, requirements, and deliverables; and active, independent problem solving, including requirement refinement, corrective action, and plan modification.
  • Plans and coordinates agency wide implementation of process improvement methods and concepts that improve the quality of health care and clinical software products.
  • Identifies and evaluates highly effective methodologies and benchmarks best practices from industry and other government organizations, leads teams to develop and test methods, evaluates test results and selects methods that will result in quality design and high customer satisfaction.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.GS-14 grade level:

  • Specialized Experience: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
    • Experience directing the technical, business, modernization, and cultural strategy for development of nationally utilized clinical applications for the current and the future health informatics environments. Experience providing guidance for interim, phase, milestone, and final project reviews; identifying project documentation requirements and procedures; and supporting development and implementation of product release plans. Experience coordinating the resources necessary for successful project completion, while overseeing all schedules and timelines, change control procedures, resource estimation and management and project maintenance procedures. Experience planning and coordinating implementation of process improvement methods and concepts that improve the quality of health care and clinical software products. Experience collaborating with contributors spanning numerous teams from knowledge management, business and technical architecture, development partnerships, strategic plan and change management.
  • Individual Occupational Requirements: Undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
