Help

As a Deputy Chief within the Cooperative Research Unit, the work of this position involves leading and managing the internal operations of the program including budget development and execution, staffing, ethics, program policies, and management reviews. This position is responsible for strategic planning, science policy, peer review, development and implementation of program initiatives, as well as maintaining highly effective relations with diverse program cooperators at state and host Land Grant universities.

Assigned duties include:

  • Serves in a collaborative relationship with the Senior Science Advisor, jointly participate in long- and short-term planning, goal, and policy setting; formulating and implementing budgets; coordinating policy issues with the Units and partners; and evaluating program operations and accomplishments; assesses the need for policy or procedural changes and maintains oversight of ongoing program activities providing advice and counsel to Units regarding compliance with policy and regulations; prepares program documents, including briefing materials for Congressional budget hearings and responses to Congressional inquiries about the Cooperative Research Unit.
  • Serves as the supervisor of the Cooperative Research Unit program operations and administrative enterprise and coordinates day-to-day activities of the Unit Supervisors, keeping abreast of the status of workload, accomplishments, and problems related to established goals and objectives, providing guidance on the resolution of problems and grievances, and recognizing and rewarding accomplishments, and assisting in achieving diversity objectives.
  • Develops budget estimates and new funding initiatives, analyzing issues and identifying obstacles to achieving scientific goals, integrating research initiatives into budget and performance documents based on program needs and objectives; recommends specific allocation of funding and other resource amounts to initiatives and Units.
  • Coordinates all Cooperative Research Unit issues and activities with Ecosystems Regions and Centers and makes programmatic decisions which affect priorities and funding; represents the organization when dealing with cooperators, other Ecosystems and U.S. Geological Survey officials, representatives of other federal agencies and the public to ensure scientific excellence, timely transfer of research findings, and the attainment of goals and objectives.
  • Maintains liaison with cooperators, other Federal agencies, the states, the Department, and other U.S. Geological Survey mission areas on Cooperative Research Unit activities, scientific developments, new initiatives, policy, and legislation; represents the unit in dealing with a myriad of customers and stakeholders.
  • Operates a government vehicle as an incidental driver.

Qualifications

BASIC EDUCATION REQUIREMENT:

GS-0401--BASIC REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Biologist occupational series.

A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR

B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.

For GS-15:

In addition to the basic education requirements as stated above, applicants must have one year of specialized experience at or equal to the next lower grade level.

Examples of GS-14 level work may include: 1) Developing and coordinating major interdisciplinary projects that may impact regional scientific objectives; 2) developing or directly influencing the scientific, administrative and technical policies, standards, procedures, and instructions necessary for the effective direction and operation of a multi-discipline scientific program; 3) resolving critical problems resulting from the unprecedented complexities of a multi-discipline scientific study; 4) serving as the principal contact with other Federal agencies, state and local government organizations, and other groups that may affect the success of a major interdisciplinary scientific program. The work involved advising or counseling other recognized senior technical experts.
