Typical duties include:

  • Serving as senior advisor and subject matter expert for the Division of Enforcement (ENF) in the areas of data science, data strategy and use, governance, architecture, and services.
  • Working closely with ENF leadership to manage the ever-growing data assets and needs and enable ENF to harness that data to support data-driven decision making and strategy setting as well as improve operational efficiency.
  • Developing and maintaining ENF's Data Strategy in alignment with the SEC's overall Data Strategy.
  • Overseeing the implementation and management of cutting-edge solutions for data integration, data quality, storage management, and technologies that are optimized for data analytics, ensuring alignment with ENF's mission and strategic objectives.
  • In coordination with the Office of the Chief Data Officer, developing and maintaining a comprehensive data inventory that accounts for all data assets created by, collected by, under the control or direction of, or maintained by ENF.
  • Proposing datasets and dataset risk categorizations for data within ENF, and overseeing data controls within ENF.
  • Incorporating new evidence building processes, developed in coordination with the SEC Chief Data Officer to ensure strategic planning and program decisions are data driven and in line with documented organizational challenges and risks.
  • Coordinating with the SEC Chief Data Officer and ENF Data Stewards to manage the ENF data assets, including the standardization of data format, sharing of data assets, and publication of data assets in accordance with applicable law.
  • Coordinating with the Office of the Chief Data Officer to review the impact of the infrastructure of the agency on data asset accessibility.
  • Coordinating and collaborating with users and other relevant stakeholders within the Division and with other Divisions and Offices, including on data and technology developments, needs, strategies, and policies.
  • Ensuring that ENF's data conforms to agency standards and data management best practices.
  • Participating in the development of policies or procedures to implement new data management program requirements.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph above, plus additional education or appropriate experience.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement
SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level that includes at least 5 of the following:

  1. Applying a wide range of data science and data management concepts, policies, and practices and implementing and managing solutions in the area of responsibility; AND
  2. Communicating on technically complex topics to a wide range of audiences in a variety of forums; AND
  3. Integrating emerging technologies and techniques in data science and analysis such as analytics, machine learning, and cloud computing, into organizational decision support systems and processes; AND
  4. Leading projects that support the full lifecycle of knowledge or data management activities which include how information is created, stored, shared and governed within an organization; AND
  5. Using ENF data and/or systems (e.g., HUB, TCR data, third party productions) in investigations and litigation; AND
  6. Conducting projects as a recognized analytical expert and technical adviser to agency management and customers; and designing, developing, maintaining and modifying data and data models in line with data architecture, metrics, and reports that support a variety of analysis areas.
