Summary

At the General Service Administration (GSA), Office of the Chief Financial Officer (OCFO), as a Financial Management Analyst in Zone 2, you will perform a wide range of financial analysis duties related to the development and implementation of financial management programs.

Location of position: This is NOT a VIRTUAL position.  Location Negotiable After Selection.

Duties

Help

  • Provides technical direction and control of the program to ensure effective operations and the accomplishments of the program are achieved. Initiates contact with the appropriate Financial Services Division personnel to resolve erroneous or misleading entries and participates in the implementation of new or revised accounting programs. Maintains comprehensive knowledge of accounting systems. Uses information technology to accomplish routine tasks, including extracting program data, and utilizing word-processing and spreadsheet and database applications impacting customer operations and expenses or related customer activities/accounts. Assists in the planning and managing of CFO nationwide operating programs and activities.
  • Conducts briefings and presents data and provides advice to GSA managers and customer officials on regulatory requirements, financial policies, the interpretation of data, and program improvements through analysis of program operations, monthly reports, and special systems edits.
  • Analyzes problems presented by other financial personnel and recommends solutions. Develops criteria for financial tracking plans, necessary reports and analytical data to allow for financial review and adjustments through the monitoring and evaluation of program goals. Ensures the accurate input of financial data for automated reports by monitoring reports and investigates discrepancies that appear in financial records. Prepares analyses, which examine the impact and significance to the financial performance of new or revised legislation, policies, procedures, and program requirements.
  • Prepares customer financial statements for required GSA financial reporting processes and also develop special fiscal reports based on management or customer requests. Assists team leader and/or supervisor in performing various segments of broad financial management projects and studies relating to the planning, development, implementation, and evaluation of financial management policies, processes, methods, and procedures. Provides direction, guidance, and advice to lower graded Financial Management Analysts.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: The duty station and work schedule will be determined upon selection and will be located within: Atlanta, GA, Fort Worth, TX, Kansas City, MO, and Washington, DC.

The GS-13 salary range starts at $99,916.00 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience performing a wide range of complex financial operations using automated tools and systems. Such experience must have included the following:

  • Applying financial management regulations, policies, principles, and practices in order to analyze data, identify trends for management decision-making, and provide advice on financial management issues.
  • Applying qualitative and quantitative methods or techniques to assess and improve financial program effectiveness and meet organizational objectives.
  • Developing and/or interpreting financial policies and procedures and providing expert guidance to others.
  • Coordinating and/or participating on special financial projects or studies.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of planning, programming, budgeting and financial management techniques and their interrelationships, and the use of accounting and information systems in business line budgets. Knowledge of the Federal budget process including knowledge of Agency, Office of Management and Budget, and Government Accountability Office policies, directives, regulations and strategies used to formulate, justify, and monitor funds and advise managers on matters affecting administration and performance goals. Knowledge of interrelationship between obligations and expense. Ability to forecast and budget annual/multi-year plans for the total obligations and expenses of the program.
  • Knowledge of agency services, and project fund legislation, regulations, policies, practices, and procedures used to develop and interpret policies and procedures for controlling the use of funds for all expenses. Skill in written and oral communications in order to provide advice, recommendations, and briefings to all levels of management. Ability to obtain compliance with established policies and requirements; and/or otherwise articulate technically complex policies and requirements.
  • Knowledge of analytical methods and complex financial management theories, principles and practices.
  • Knowledge of Agency and Office of Management and Budget policies, directives, regulations and strategies of budget presentation required to develop, consolidate and edit budget justifications and reports which will be accepted by OMB, and to oversee the organization's financial management activities.
