This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center (NWFSC), with one vacancy in Newport, OR or Seattle, WA.

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center (NWFSC), with one vacancy in Newport, OR or Seattle, WA.
As a Research Fish Biologist, you will perform the following duties:
Use statistical software and packages for extracting, maintaining, summarizing, joining, updating and ensuring quality of data; process and prepare data for summarization and statistical analysis; create standardized summaries of data, including tables and figures; and prepare and manipulate data for use in reports, presentations and web-based applications.
Collaborate on and author annual bycatch reports for groundfish and protected species utilizing multiple fisheries data sources such as: observer information, commercial fisheries landings, tribal information, electronic monitoring data, recreational, and state records.
Research new methodologies used to estimate mortality of fish and protected species and other marine species.
Work independently and as a team to create high-quality data products and conduct high-quality research on groundfish and protected species on the west coast of the United States.
Communicate with outside agencies, private businesses, the public and the fishing industry on a range of topics regarding fishery dependent data and fishery management issues. Collaborate with other NOAA scientists and managers to help inform and direct the efforts of a large group of accomplished scientists to support fishery management plans, regulations and stock assessment needs.
Note: These duties are described at the full performance level of the ZP-4; The ZP-3 is developmental leading to such performance.
This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-3 is equivalent to the GS-11/12.
The ZP-4 is equivalent to the GS-13/14.

Qualifications

CONDITIONS OF EMPLOYMENT:
This position requires the operation of a Federal motor vehicle. Incumbent must be able to obtain and maintain a valid state driver's license to operate a government vehicle in completion of assigned tasks i.e. deployed site visits, field research, etc.
To qualify for the 0482 series:
BASIC REQUIREMENTS: This position requires applicants to meet the Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with an application package. You MUST meet one of the following basic education requirements:
Research Positions: Applicants must show that they have a degree with major study in biology, zoology, or biological oceanography that included at least 30 semester hours in biological and aquatic science and 15 semester hours in the physical and mathematical sciences. This course work must have included:
At least 15 semester hours of preparatory training in zoology beyond introductory biology or zoology in such courses as invertebrate zoology, comparative anatomy, histology, physiology, embryology, advanced vertebrate zoology, genetics, entomology, and parasitology; and
At least 6 semester hours of training applicable to fishery biology in such subjects as fishery biology, ichthyology, limnology, oceanography, algology, planktonology, marine or fresh water ecology, invertebrate ecology, principles of fishery population dynamics, or related course work in the field of fishery biology; and
At least 15 semester hours of training in any combination of two or more of the following: chemistry, physics, mathematics, or statistics.
AND
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-3 or GS-11:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Organizing, analyzing and summarizing large sets of commercial fisheries data such as fishery observer or commercial fishery landings data;
Assisting in presenting scientific findings in written reports and through oral presentations; and
Assisting in using computers, software packages and applications, such as R, to manipulate and analyze data from databases and spreadsheets.
OR
SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.
Note: Only graduate education in excess of one year is qualifying for combination.
To qualify at the ZP-4 or GS-13:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Organizing, analyzing and summarizing large sets of commercial fisheries data such as fishery observer or commercial fishery landings data;
Contributing to research on new techniques to estimate mortality of marine species;
Assisting and presenting scientific findings in written reports and through oral presentations; and
Using computers, software packages and applications, such as R, to manipulate data from databases, spreadsheets, and other sources.
Education
College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
