The position is located in the IT Service Operations Directorate within the Office of the Chief Information Officer (OCIO). The incumbent provides expert advice, technical recommendations and technical support of a wide range of matters related to the overall fulfillment of the mission and goals of OCIO and the Library of Congress with respected the integration and deployment of systems, applications and services within a hybrid hosting environment focusing on cloud technologies. The incumbent both independently prepares and provides oversight in the preparation of highly detailed and complex specifications for IT support. The incumbent is responsible for technical evaluations of existing and proposed processes, applications, platform designs, integrations and maintenance to support the Library's functions and operations.

Actively contributes knowledge of modern software development techniques and technology to design services that utilize latest cloud technologies and architectures to produce services that meet the mission needs of the Library. Evaluates existing cloud applications, hardware, and software at regular intervals in order to recommend operational efficiencies and budget reduction options. Designs cloud architectural solutions to effectively meet the strategic needs of OCIO and the Library. Collaborates with other subject matter experts to architect highly scalable, available, and elastic solutions that implement industry best practices using cloud services. Directs infrastructure movement procedure, including bulk application transfers into and out of the cloud environment. Oversees the migration of systems to the production environment and monitors systems for stability, performance and service utilization within cloud platform. Recommends automation approaches that lead to improvements in the agency’s systems design and development process and the delivery of high-quality information systems that support achievement of the Library’s core mission requirements.

Leverages Cloud and service-oriented architecture principles to define and own Hybrid Hosting Solution Architecture (applications and data technologies). Works with stakeholders to design a full-stack solution using software that fully integrates with the Library’s existing cloud infrastructure from data flow, security, development operations, and other standpoints. Identifies and proposes best practices to optimize the Library’s cloud presence, performance, security, and cost. Prepares disaster recovery and exit strategies for cloud applications and services. Develops specifications, policies and technical procedures and guidelines around the agency’s Cloud platforms. Creates a well-informed cloud strategy and administers the implementation process.  

Counsels senior OCIO management and officials at multiple levels of the Library on critical Cloud problems or opportunities. Serves as the primary advisor within the directorate to technical and non-technical management to engage their understanding, support, and ability to effectively measure and manage the strategic directions and goals of the Library’s Cloud Program. Provides advice and guidance on the appropriate methods, techniques and technology to use to achieve program goals and objectives such as the cloud data management. Advances Library, OCIO, and service unit knowledge of IT leadership role in the developing field of Cloud Technology and Deployments.

Provides expert technical advice in the monitoring and evaluation of contractor activities on contracts covering Librarywide systems. Directs, coordinates, and approves detailed planning design, development, programming, testing, documentation, training and implementation of IT systems using outside vendors and/or contractors. Collaborates with vendors and end users on a daily basis to ensure that contract requirements are met, and that all activities are performed in compliance with the terms of the contract. Reviews work products of contract personnel, including accepting, amending or rejecting their work. Sets priorities and prepares schedules for completion of work.

Facilitates high-level meetings, within and outside the Library. Researches current technologies including development operations and security, cloud technologies, cloud computing architecture, recent computing trends and familiarity with enterprise architecture and enterprise application integration and prepares briefings and presentations.

Performs various other duties as assigned.

The incumbent of this position will work a Compflex, or Flextime, or Maxiflex work schedule.

This is a non-supervisory, bargaining unit position.

This permanent position is eligible for 100% distant or local telework.  The salary range advertised reflects salary for the Washington DC Locality Area. The actual salary range for candidates outside of the Washington DC Locality Area may differ.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to design, maintain, and integrate a complex cloud architecture project based on business requirements. **

Ability to implement cloud computing services.

Knowledge of IT principles and practices.

Knowledge of contract preparation and contractor monitoring policies and procedures.

Ability to communicate in writing.

Ability to analyze organizational and operational problems in an IT organization and develop solutions using analytical methods to improve programs and processes.

Ability to communicate orally and interact with diverse groups of people.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
