Duties

Help

This position is located within the Advisory Council on Historic Preservation (ACHP), Office of Federal Agency Programs (OFAP), Federal Property Management Section.

At the full performance level (GG-13) the major duties of this position include, but are not limited to the following:

1. Serves as the primary ACHP staff liaison with the Army Federal Preservation Officer (FPO), located within the Office of the Assistant Secretary of the Army for Installations, Energy and Environment (ASA IE&E).
2. Provides dedicated assistance to the Army FPO for the development and implementation of Section 106 program alternatives (including program comments and other program alternatives) for its historic family housing, including, as needed, assisting with stakeholder meetings, analyzing related data, and developing educational media and training materials to educate stakeholders and the public about the Army's program alternatives under development.
3. Facilitates and expedites ACHP review and resolution of priority Section 106 issues as identified by the Army and ACHP.
4. As appropriate, and when the Army FPO agrees and other work priorities allow, assists the ACHP in meeting its responsibilities for reviewing, managing, and responding to Army new and existing undertakings and notifications made pursuant to 36 CFR Part 800, including the review of Memoranda of Agreement and Programmatic Agreements for Army undertakings, the development of comments on disputes regarding findings and determinations within the Section 106 review process, and providing technical advice to the Army and other consulting parties on Army undertakings.
5. Monitors projects subject to the Army's implementation of existing Section 106 program alternatives and provides reports and/or updates to ACHP management.

This is an authorized remote work position. The position's duty station will be determined based upon the selectee's location.

The ACHP has determined that the duties of this position are telework eligible.

This is a 13 month TERM position with the possibility of extensions subject to funding availability.

Salary Information

The following salary range represents the base salary for the grade for which this position is advertised. Your pay will be set for the location in which you live. GG-13 (Step 1 $84,546 - Step 10 $109,908) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying.

(1) Specialized Experience
To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GG/GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: 1) providing cultural resource program support and professional advice in a position whose main function is centered on cultural resources and Section 106 of the NHPA; 2) participating in consultations with State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs) and Indian tribes; 3) and conducting, developing, or reviewing cultural resource projects or studies in support of Section 106 reviews. (Must meet all)

If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
