Duties

Help

  • Performs a broad range of data analyses assignments entailing unique problems, creativity, innovative use of techniques, advance approaches, and/or new technology in support of CCI EMSO objectives.
  • Conducts expert-level research in the areas of analytical technologies and business processes to recommend methodologies authoritatively to better leverage data analytics in support of CDM CCI EMSO objectives.
  • Performs authoritative analysis of complex user requirements and design programs to support them. Interfaces with senior leadership on complex data problems, makes sound recommendations, and implements data decisions based on expert scientific data principles and affordable solutions.
  • Prepares and delivers authoritative written and oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff services functions and activities to secure cooperation, resolve controversial matters, and convey information relative to precedential findings.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Data Science Series, Professional and Scientific Positions.

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the work category are at the "Professional" work level is "Expert" and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

EDUCATION: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience. Click here for full OPM qualification Standard.

AND

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a broad range of data analyses, mathematics, statistical analysis, modeling, simulation, and other scientific concepts, principles, standards, methods, techniques, practices, and procedures to develop feasible data architecture recommendations for new and emerging models and analysis tools and projects. Knowledge working with large and complex data sets and performing extensive, authoritative analyses of volumes of data to design and deliver frameworks to facilitate data development lifecycle and design. Knowledge of data modeling, query authoring, and performance tuning with an expert understanding of data modeling best practices, relational and graph databases to develop, analyze, and implement new methodologies to fuse data sources derived from requirements and systems. Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert knowledge of a broad range of data analyses, mathematics, statistical analysis, modeling, simulation, and other scientific concepts, principles, standards, methods, techniques, practices, and procedures to develop feasible data architecture recommendations for new and emerging models and analysis tools and projects. Mastery level knowledge working with large and complex data sets and performing extensive, authoritative analyses of volumes of data to design and deliver frameworks to facilitate data development lifecycle and design.
  2. Expert knowledge of data modeling, query authoring, and performance tuning with an expert understanding of data modeling best practices, relational and graph databases to develop, analyze, and implement new methodologies to fuse data sources derived from requirements and systems.
  3. Expert knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes; manages, plans, prioritizes, leads, and directs analytic work expertly, and is an authoritative representative on data governance, analytics, analytic technology portfolio management, and novel methodologies within each mission area.
  4. Expert ability to foresee the impact of changing technology and showing expert judgment, resourcefulness, and originality in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or precedential problems.
  5. Extensive skills in the use of SQL, PostgreSQL, Bash, Python, R, Docker, Kubernetes, PHP, SAS, Tableau, or similar applications, programs, or platforms; Microsoft Office and Adobe Suite programs; various data integration services, data visualization tools - on-premises and in-cloud analytics - to create data models, continually assess the data architecture of the organization, and develop plans to address data architecture shortfalls.
  6. Ability to broadly apply information systems security principles and concepts to ensure all data analytics are conducted in accordance with evolving information security best practices. Expert written and oral communications to organize and analyze information to produce authoritative reports, position papers, briefings, and presentations that are clear, concise, engaging, convincing, and effectively advocate for or defend a position with senior executives, DoD officials, and other government and private industry data analytics professionals.
CONDITIONS OF EMPLOYMENT CONTINUED:
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) that must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")".
