Duties

Help

As a PAINTER (TITLE 32), WG-4102-7/9, you will prepare surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles. Fills in holes and dents using body fillers and hardeners. Sands and evens out dents and scars to assure a smooth and level surface using sanders, scrapers, sandpaper, hand tools, wire brushes, and paint remover. Applies coatings to specified areas ensuring the surfaces are free from skips, runs, and drips. Applies rustproof compound to areas such as splash panels, quarter panels, seams structural members, and underbody construction. Applies coatings using brushes, rollers, and spray paint equipment.

PHYSICAL EFFORT:
Work is performed from ladders, scaffolds, and platforms and in cramped and hard-to? reach places. Work requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. There is frequent lifting, carrying, and setting up of materials and equipment that weigh up 10 pounds. Occasionally, materials and equipment may weigh 40 pounds and over.

WORKING CONDITIONS:
Work is performed inside and outside, where dirt, spray, and fumes are usually present. May be required to prepare and coat surfaces outside in bad weather. Required to wear protective equipment and clothing that are sometimes heavy and uncomfortable. Frequently exposed to the possibility of cuts and bruises and occasionally exposed to the possibility of broken bones.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.

FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

MILITARY GRADE: Warrant Officers, Enlisted: CW2 & below

GENERAL EXPERIENCE: Must have experience or training which demonstrates the knowledge of surface preparation (removal of rust, dirt, paint, etc); coating methods (brushing, rolling, and spraying); and coating materials (paints, varnishes, shellacs, etc.); the ability to use tools and equipment associated with the painting trade and to read and interpret directions.

SPECIALIZED EXPERIENCE: WG-07 Must have at least 1-year equivalent to at least next lower grade level; experience or training which demonstrates the knowledge of standard surface preparation and coating methods and techniques; experience must demonstrate the skill to sand, wire brush, scrape, spackle, putty, prep surfaces and select appropriate tools to complete assigned tasks; experience must also demonstrate the skill to brush on, roll on, and spray coating materials, and apply other related methods and techniques, such as cutting-in techniques and dip and overflow methods.

SPECIALIZED EXPERIENCE: WG-09 Must have at least 1-year equivalent to at least next lower grade level;experience or training which demonstrates the knowledge in surface preparation and coating methods and techniques; building up, shaping, and leveling surfaces with metal and synthetic resins, plastics, and patching compounds; obtaining finely smoothed surfaces with abrasive compounds, pumice, and rottenstone; even out dents and scars by burning-in processes; and treat surfaces with pre-coating agents.

MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade 09.

STATEMENT OF DIFFERENCE:
The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
