Summary

As a Supervisory Program Analyst, you will provide leadership over data management activities responsible for key financial, billing and customer data in real estate.

The Portfolio Management Division is responsible for optimizing the financial performance and value of the regional real estate portfolio through sound asset management and portfolio strategies that support customer missions.

Duties include, but are not limited to:

  • Performs the full range of first level supervisory roles for a staff of program analysts as well as other staff learning team functions through cross training or rotational assignments. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates; giving advice, counsel, or instruction to employees on both work and administrative matters. Interview candidates for positions in the unit; recommending appointment, promotion, or reassignment to such positions; hearing and resolving complaints from associates.
  • Analyzes data and/or complex management processes to determine if there are improvements that can be made for enhanced customer satisfaction with how Rent Bill Management (RBM) works and how that translates to accurate customer billing and space management data.
  • Uses a variety of statistical methods and information systems and reviews specific program goals and objectives; monitors the sequence and timing of Regional milestones and evaluates overall program accomplishments and significant contributions in terms of meeting regional goals.
  • Serves as an advisor on all aspects of data and information management related to Rent Bill Management program execution and administration.
  • Reviews and comments on significant policy issues, process changes, etc. and serves as a technical expert in evaluating draft proposals and procedures planned for changes to RBM.
  • Deciphers issues on discrepancies between source documents and Occupancy Agreements (OAs) and communicates regional position to National Rent Bill Management contractor to accurately finalize Occupancy Agreements(OAs).

The GS-13 salary range starts at $121,873.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience analyzing policy and organizational issues, and recommending and implementing complex policies and procedures related to real estate programs; or evaluating plans and information related to program objectives. Such work experience must demonstrate knowledge of the complex nature of real estate programs, policies, goals and objectives; senior/expert technical guidance and leadership; and program analysis and evaluation

  • Ability to lead a group of administrative employees in developing, coordinating, and implementing operations and technical activities.

  • Ability to supervise subordinates, substantial coordination and integration of multiple major work assignments and resolve issues and other matters that impacts organizational accomplishments.
  • Expert knowledge of programs analytical and evaluative methods.
  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of business programs.
  • Expert skills in written communication to formulate policies and procedures and to prepare clear, concise statements of work, reports, project plans, technical analyses, etc.
  • Expert skills in oral communication to make formal and informal presentations to higher level management.
  • Comprehensive knowledge of the Government and agency regulations, policies, processes and procedures.
