This position will be located in one of the locations identified and will be responsible for duties such as:
  • Assisting in developing plans prior to contract advertisement.
  • Maintaining records and recording facts concerning work activity.
  • Locating objects using survey equipment.
  • Assisting with spreadsheet upkeep tracking submittals, quantities installed, construction progress and payments.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:

GS-4 Grade Level:Your resume must demonstrate at least 6 months of general work experience and 6 months of specialized experience equivalent to the GS-3 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in trade or craft work where math and drawing skills are utilized, computer skills with use of software for reviewing emails, keeping daily task schedules and/or use of data collection.
-OR-
Completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.
-OR-
A combination of specialized experience and education that meets 100% of the qualification requirements for this position. If education is used to meet specialized experience requirements, then such education must include at least 12 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

GS-5 Grade Level: Your resume must demonstrate at least one year specialized experience equivalent to the GS-4 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in utilizing mathematics such as geometry for calculating angles to apply to design plans using computer-aided design (CAD) software and working with deadlines to meet set schedules.
-OR-
Completion of a full 4-year course of study leading to a bachelor`s degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.
-OR-
A combination of specialized experience and education (in excess of the first 60 semester hours) that meets 100% of the qualification requirements for the position. Your education must have included at least 24 semester hours in any combination of courses such as such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

GS-6 Grade Level: Your resume must demonstrate at least one year specialized experience equivalent to the GS-5 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in utilizing mathematics such as geometry for calculating angles to apply to design plans using computer-aided design (CAD) software, working with deadlines to meet set schedules, and experience with general surveying.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Education

You may qualify at the GS-04 and GS-05 grade levels with education and experience. You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.

This position has promotion potential to the GS-06 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
