Reporting to the VISN CFO, the VISN Deputy CFO will have direct operational and supervisory responsibilities for payroll, employee travel, accounting, budget, non-MCCF accounts receivable, Business Office, and Managerial Cost Accounting across the Network.

  • Serve as the accountable official for financial activities within the VISN.
  • Has line authority, responsibility and accountability over payroll, employee travel, accounting, budget, non-MCCF accounts receivable, Business Office, and Managerial Cost Accounting.
  • Ensures that Non VA Care payments centralized to the Austin Finance Center and Network Payment Center are processed in a timely and accurate fashion.
  • Serves as a leader in negotiating opportunities to obtain, re-engineer, share and conserve resources in areas of staff, funding, communication and training in tie application of managed health care.
  • Actively participates at the senior management level within the VISN in overall planning and VISN management activities.
  • Works with VISN leadership in developing and implementing the VISN financial plan and budget. The Financial Manager recommends appropriate allocation of resources to the VISN health care facilities; works in consultation with the VISN Chief to assure sound fiscal performance measures are met, develops and disseminates management reports; provides management and fiscal oversight for the VISN; and oversees the development and maintenance of a managerial information system.
  • Responsible for managing and coordinating resource planning and allocation activities throughout the VISN including ensuring compliance with V ACO policy and the proper use of funds.
  • In consultation with Headquarters, the VISN management team and internal and external stakeholders, develops annual VISN business plans, which, on VISN wide levels support VHA and VISN missions as well as and short-range business strategies.
  • Provides authoritative advice and expertise in all areas of resource utilization by developing and analyzing data and serves as the primary executive consultant for management and resource allocation matters. The Financial Manager is called upon to provide counsel on all activities within the VISN to assure a reasonable balance and equitable distribution of health care resources.
  • Possesses a comprehensive knowledge of software systems for managerial and financial database input/retrieval/reporting in the context of agency and general health care business policies and procedures affecting a positive impact on VISN health care programs for veterans.
  • Develop and render authoritative interpretations of II Executive orders, 0MB guidelines and directives, and policies and precedents within and across Department lines.
  • Develop new methods and techniques of budgeting for the forecasting of long-range funding needs (e.g., 3 to 5 years or more into the future).
  • Modifies long range budget plans in accordance with changes in Congressional and Presidential program goals.
  • Adjusts long-range budget plans to reflect feedback from the budget execution process.
  • Prepares narrative and statistical evidence and justification in support of budge requests.

Work Schedule: Full Time, Monday-Friday 7:30am-4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirement (IOR): There is an Individual Occupational Requirement which is a qualifying requirement for this position. The IOR for this position is:

  • a degree in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
  • a combination of education and experience which is at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include One (1) of the following:
  • 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement as stated above) provided that....
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining.(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above.(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements

And....You must qualify based on your specialized experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a professional in-depth knowledge of the theory, principles, concepts and practices of accounting, budget management, and VA financial programs, VISN health care programs for veterans and the ability to apply this knowledge to broad and difficult assignments; leadership and management acumen sufficient to direct a comprehensive financial management program for a large and diverse workforce; knowledge of governmental accounting operations and requirements; an in-depth knowledge of applicable legislation, statutes, regulations, policies, practices and procedures; comprehensive knowledge of operations, function and objectives of various financial analysis components and programs, as well as patient eligibility and medical care billing and collections programs; ability to establish and maintain effective working relations, not only with subordinates, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity and resourcefulness.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk. The position does require travel (primarily within the VISN geographic area) for a significant amount of time.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
