Following an interview process, selected applicants will be assigned to one of four offices in the CIO organization - NIO100, NIO 200, NIO 300, or NIO 400 - and will report directly to the corresponding office's Director.

As a IT Specialist (Tech Lead), you will:

  • Manage and maintain software acquisition, integration, and modernization projects; develop work plans, work breakdown structures, and schedules in a matrix organization to accomplish the project requirements; utilize Agile software development methodologies, while integrating DevSecOps processes during project execution.
  • Monitor project performance, tracking and reporting trends, analyze performance issues and provide advice on corrective action plans regarding overall schedule, scope, cost, and quality.
  • Develop and communicate complex technical strategies and solutions, orally and in writing, to diverse audiences such as Chief Information Officer (CIO), system owner, program office stakeholders and external entities such as auto manufacturers.
  • Lead the design, development, or migration and modernization of on-premises legacy or advanced applications, and their deployment in Amazon Web Services (AWS), Microsoft Azure, or other cloud hosted environments.
  • Perform as Contracting Officer’s Representative (COR) on information technology services and product contracts; manage contractor staff to include adherence to cost and schedule; monitor and evaluate contactor deliverables and performance.

Duties of each organization’s code:

The core duties of NIO 100 is to provide Technology Operations & Support including desktop and mobile support, lead and streamline Enterprise Architecture, oversee Emerging Technologies, and working as the NHTSA IT liaison to the Department. 

The core duties of the NIO 200, Office of Information Management, include effectively implementing IT solutions aligned with business goals, adhering to best practices, utilizing Agile methodology, and abiding by a cloud smart philosophy. Responsible for developing and enforcing data governance policies to maintain the accuracy, integrity, and accessibility of organizational data, designing organizational data architectures, including data models, data flows, and integration strategies, implementing and maintaining data analytics platforms, tools, and processes, researching, evaluating, and recommending new technologies and platforms to support information management initiatives. Also act as a liaison between IT, business units, and executive management to ensure that information management initiatives are aligned with Agency goals.

The core duties of the NIO-300 Office of IT Compliance is managing NHTSA's Cybersecurity Program to ensure the Agency complies with Federal laws, regulations, and standards established by the Federal Information Security Modernization Act (FISMA) of 2014, the Office of Management and Budget (OMB), the National Institute of Standards and Technology (NIST), and DOT.

The core duties for NIO-400, Project Management Office, is to manage and lead software acquisition and software integration projects; develop work plans, work breakdown structures, and schedules in a matrix organization to accomplish the project requirements. Utilize Agile software development methodologies and tools, while integrating Dev Sec Ops processes during project execution. Monitor project performance, tracking and reporting trends, analyze performance issues and provide corrective action plans.  Balance competing project constraints regarding overall scope, schedule, cost, quality, resources and risk.  Develop and communicate complex technical strategies and solutions, orally and in writing, to diverse audiences such as Chief Technology Officer, program office stakeholders and external entities. Perform as Contracting Officer’s Representative (COR) on information technology contracts.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 14, you must have at least one year of specialized experience equal or equivalent to the GS-13, it must include:

  • Experience leading IT modernization projects, migration of systems or deployment of newly developed systems into a cloud hosted environment such as Microsoft Azure, Amazon Web Services (AWS), Salesforce SaaS platform etc.
  • Experience independently planning and executing a holistic approach to formulate and align cross-functional, cross-disciplinary business views of the enterprise, ensure alignment to governance principles, and standardize business methods and value streams.
  • Experience managing concurrent IT projects utilizing agile software development methodologies such as Scrum, Kanban, Lean, etc.
  • Experience developing and communicating technical recommendations, strategies, and solutions, orally and in writing, to management and executives within an organization.

In addition to meeting the above described specialized experience requirements, your IT experience will be evaluated and be expected to include described experience in the following competencies:
