The position is located in the Peace Corps Office of Inspector General (OIG) Audit Unit and reports to the Assistant Inspector General for Audit. The Auditor is responsible for conducting performance and financial audits and reviews of Peace Corps programs and operations domestically and at Peace Corps posts in developing countries globally. OIG is an independent entity within Peace Corps and has the broad responsibility established by the Inspector General Act of 1978, as amended, (IG Act).

Help

The Auditor performs the following major duties:

Serves as an auditor, working on individual and concurrent audits, surveys, and evaluations that are complex and potentially precedent-setting.

Assists in the development of proposals for audits, surveys, and evaluations of a broad range of agencies, programs, functions, and systems.

Conducts and coordinates the day-to-day activities for high level audits, surveys and evaluations of a highly complex, sensitive, and serious nature involving considerable magnitude and involving one or more programs, functions, or systems; or performs intensive, in-depth reviews of major segments of programs, functions, and systems which are nationwide or international in scope.

Conducts audits for a wide range of financial programs or the integrated financial operations of an organization inside or outside the department or agency.

Prepares or appraises findings for consolidation into the final audit report.

Performs related problem solving and analysis.

Conducts, research develops and evaluates reports, working papers, and performance audits covering all major financial and management aspects of department or agency programs.

  • This is a Federal civilian job in the Excepted Service. Peace Corps employees are paid on the Foreign Personnel (FP) pay scale.

This vacancy is being announced at two grade levels:

FP- 4

Specialized Experience at FP-4 : To be minimally qualified for this position at the FP-4 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP- 5 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is: Experience examining, analyzing and interpreting accounting activities to determine conformance to accepted accounting principles and audit procedures.

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

FP-3

Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience performing or overseeing independent audits of federal financial statements as the senior auditor which includes directing and instructing the audit team, and providing team members with technical guidance; Experience performing contracting tasks such as drafting statements of work and reviewing contract deliverables for a federal financial statement audit contract.

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

or

  1. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Time-in-Grade Requirements:

Internal applicants and Federal employees who are currently holding, or who have held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying (FP5 or GS-9; FP-4 or GS-12).Note: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. Please note: Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Acceptance of employment with Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.
