As a Human Resources Specialist entry level trainee, you will:

  • Provide support to Senior HR Specialists in all aspects of operational Federal civilian human resources recruitment and staffing, delegated examining, classification and pay setting.Interpret laws, regulations, policies, processes, and programs related to operational recruitment and placement, Office of Personnel Management delegated examining authority administration, classification and position management and organization management.
  • Initiate, code, quality review and process personnel actions in accordance with the Guide to Processing Personnel Actions in an HR Information System.
  • Verify employment eligibility, qualifications, salary determinations and pay setting.
  • Develop vacancy announcements and manage electronic recruitment casefiles utilizing an automated system such as USAStaffing.
  • Manage and facilitate pre-employment, onboarding and new employee orientation programs and processes.
  • Conduct research to prepare written work products such as instructions, process documents, recommendation papers, briefings, reports and responses to inquiries or requests for information related to recruitment, classification, and compensation.
  • Interpret and apply applicable regulations and laws to determine eligibility, rate, rank and refer candidates to hiring officials for consideration.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

To qualify for the CU-09 grade level, you must have one of the following:
A. Specialized Experience: To qualify at the CU-9 level, you must have one full year of specialized experience equivalent to the CU/GS-7 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience: 1) Providing technical advice to staff and management on a variety of staffing and recruitment topics; 2) Experience working in a Human Resources Information System to prepare and process a variety of personnel actions such as appointments, reassignments, promotions, and corrections; 3) Preparing vacancy announcements in an automated staffing system such as USAStaffing; and 4) Facilitating employee onboarding programs.

B. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree (including LL.B. or J.D., if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
C. Combination of Education and Experience: Applicants may combine education and experience to qualify at this level.

To qualify for the CU-11 grade level, you must have one of the following:
A. Specialized Experience: To qualify at the CU-11 level, you must have one full year of specialized experience equivalent to the CU/GS-9 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience:
1) Applying human resources principles, practices, laws and regulations to research and provide advice and guidance on technical staffing and recruitment topics;
2) Researching appropriate regulations and authorities to prepare and process personnel actions.
3) Managing strategic conversations with managers to develop a recruitment approach.
4) Preparing job analyses;
5) Developing and publishing vacancy announcements;
6) Conducting qualification analysis and issuing certificates.

B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree (including LL.M., if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.
