Duties

Help
  • Develops policies and procedures, which support implementation of the Agencys disclosure policy under Privacy Act and FOIA.
  • Reviews and analyzes requests for disclosure of information from individuals, other federal agencies and public and private entities.
  • {CONT} Recommends release or denial of requested information based on research, technical knowledge of the Privacy Act and FOIA and knowledge of programs administered by the Agency.
  • Responds to inquiries from the public, Congress, federal and state agencies, private organizations and institutions,
  • {CONT} and other Agency components, including regional and field offices, requesting interpretation of policy and procedures, clarification and advice regarding the Agencys disclosure policy.
  • Participates in a variety of internal and external studies, projects, workgroups and similar activities related to interpreting the Agency disclosure policy.
  • Assists in negotiations, preparing memorandums of understanding, and preparing and assisting with cases in litigation filed under the Privacy Act and FOIA.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such specialized experience should include 1. developing, interpreting, and evaluating breach response policy and procedures, 2. researching and analyzing requests for disclosure of information from individuals and public and private entities and 3. providing guidance to members of the public and private sector on issues involving the Privacy Act and Freedom of Information Act (FOIA).

Additionally, applicants must meet the following Selective Placement Factor (SPF):

Knowledge of the Privacy Act, and federal breach response requirements, as well as other related Federal statutes, regulations, policies, and procedures.

To demonstrate this SPF, applicants must possess [2] out of [3] of the following experience indicators:

  • Experience developing, interpreting, an evaluating breach response policy and procedures, electronic information exchange and matching activities or disclosure and/or privacy issues, applying the Privacy Act, and related Federal statutes and regulations.
  • Experience working on projects and studies related to the interpretation of electronic information exchange matters or disclosure and privacy policies and procedures.
  • Experience recommending release or denial of requested information based on research and technical knowledge of the Privacy Act.

  • Ability to evaluate requests for information based on the Privacy Act and other Federal statutes and mandates impacting privacy, policy, and the disclosure of information. and the disclosure of information.
  • Ability to coordinate projects pertaining to confidentiality, disclosure, and electronic information exchange processed by Federal or state agencies or private entities.
  • Skill in communicating privacy and disclosure policy, both orally and in writing.

Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated. Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the Minimum Qualification Requirements will automatically be placed in the Best Qualified Category.
