Duties

Help
  • The Director of the Office of Health Communication and Education (OHCE) directs the Center's public education, communication, media relations, certain external stakeholder programs, and transparency and disclosure functions.
  • Participates in, and contributes to, top level Center and Agency meetings, conferences, and workshops on broad public health, education, scientific policy matters and issues.
  • Collaborates with the Center Director and other key CTP and FDA officials in identifying needs, formulating and developing plans and strategies, policies, program content, direction, priorities, and goals.
  • Develops implements, executes, and administers public health education, external communications plans, and programs pertaining to the adverse health risks associated with tobacco product use among priority populations.
  • Analyzes and provides authoritative evaluations and recommendations concerning planned, existing, or past CTP programs, campaigns, and activities to execute CTP's vision for public health education and communication.
  • Serves as the Center and Agency focal point and primary contact for State-based aspects of CTP public education and communications programs, campaigns and activities related to executing the missions for public health education and communication.
  • Develops and disseminates tobacco-related public health education campaigns.
  • Ensures that development of materials and campaigns are consistent with the latest science to effectively facilitate informed choices about tobacco use among a variety of at-risk audiences.
  • Collaborates with other FDA Centers on various projects and informs the Center Director on activities, resources which may affect the planning, development, and administration of communication, education, and media relations programs.
  • Represents the Center Director and FDA and participates as the Center's authority on all matters related to the communication and public health education that flows from the Center's public health mission to all CTP stakeholders.
  • Provides executive leadership and technical direction to his/her staff of professional, technical, and support employees, as well as contractors engaged in developing and implementing broad national programs for public health education.
  • Reviews and evaluates OHCE's activities on achievement of program goals and objectives and assigned functional responsibilities.
  • Ensures that the organizational structure of the Office provides for diversity, optimum effectiveness, and operational excellence.
  • Analyzes and defines significant obstacles to program objectives, recommends changes, and initiates action to ensure elimination of duplication and effective resource utilization.
  • Directs, through subordinate managers, a variety of substantive activities performed by the staff.
  • Provides leadership over the development and implementation of media strategies to support CTP programmatic activities.

Qualifications

Specialized Experience Requirement To be qualified for this position, your resume must reflect experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your resume, significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.

Basic Qualifications Requirement As a basic requirement for entry into the Senior Executive Service (SES), your resume must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the skills and abilities outlined under:

1) Technical Qualifications (TQs); and
2) Executive Core Qualifications (ECQs)

Technical Qualifications (TQs) -- Your resume must show that you possess the following TQs:
1. Experience which demonstrates strong leadership abilities in a health communication or marketing & public relations organization; demonstrated ability to develop program goals and strategic/tactical priorities related to public health education and communication programs with multiple diverse audiences; demonstrated ability to develop, direct and/or guide long-term and short-term projects and to conduct periodic program assessments.
2. Demonstrated ability to work effectively across organizational lines and beyond to build strong working relationships among people and organizations with diverse interests and/or opinions.
3. Demonstrated ability to translate complex policy, regulatory, scientific or compliance information to inform the general public, diverse stakeholders, and media outlets.
