Duties

Help

The Deputy General Counsel for Intelligence, International and Military Affairs (SAF/GCI) is responsible for international law matters, cyber law issues, military personnel, security, intelligence, and investigative matters of major importance to the accomplishment of the Air Force mission. The incumbent provides legal and legal policy advice on intelligence, counter-intelligence, and intelligence oversight matters; personnel and information security, special access programs, and provides assistance in the litigation of cases involving sensitive classified information; and provides advice on matters related to the Department of the Air Force nuclear enterprise. The Deputy General Counsel provides legal and legal policy advice on international law and international affairs to include military and civil aviation, security assistance and cooperation, outer space, cooperative RDT&E, treaties, international agreements and other arrangements, statutes, directives, and court decisions affecting Department of the Air Force operations and activities worldwide. The incumbent develops and coordinates legal positions on international law issues and represents the Department of the Air Force in interagency discussions and in international negotiations with foreign governments/international organizations; and provides legal opinions and assistance regarding intergovernmental disputes and claims involving the Department of the Air Force. The Deputy General Counsel provides legal and legal policy advice on military personnel law including Air National Guard and Reserve matters.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Department of the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

QUALIFICATIONS OVERVIEW: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

The incumbent should have the ability to master the broad range of
legal issues that face the General Counsel's office and the Department of the Air Force. Strong legal skills are essential. The duties of this position require the very highest degree of judgment,
initiative, and keenness of intellect in analyzing, reviewing, and evaluating legal factors
in all matters affecting the Department of the Air Force. The DGC must have
demonstrated outstanding ability in the analysis and evaluation
of problems of a legal nature. The DGC must also display the ability to learn new areas
of the law, and should have a career that displays a broad understanding of the legal
issues facing the Office of the General Counsel and the Department of the Air Force.

A. MINIMUM QUALIFICATIONS:

1. Education Requirement:

This position has a minimum requirement of a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) from an accredited school.

B. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Demonstrated knowledge of and leadership in providing strategic-level legal and legal policy advice identifying options for action and reducing legal exposure in:
Intelligence, counterintelligence, and intelligence oversight matters to include foreign materiel acquisition; personal and information security; and/or cyber law matters to include offensive and defensive information operations.

2. Demonstrated knowledge of and leadership in international law and international affairs to include security assistance and cooperation, civil and military aviation, outer space, export control, cooperative RDT&E and production, and other traditional international law issues involving interpretation and application of treaties, international agreements and other arrangements, statutes, directives, court decisions, and international law and military personnel law matters covering all aspects of the life cycle of military personnel from accession through retirement, including Air National Guard and Reserve matters.


C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs - NTE 10 Pages Total): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages and recommend 2 pages per ECQ NTE 10 pages total. You are required to respond to all ECQs. If you fail to do so will result in a rating of 'ineligible.' When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per ECQ and address each ECQ separately. OPM's Guide to Senior Executive Service Qualifications can assist you in writing an effective SES application. Applicants must utilize the Challenge-Context-Action-Result (CCAR) Model when writing Executive Core Qualifications (ECQ). Use two examples of relevant experience for each ECQ being sure your experience matches the ECQ criteria.
Challenge - Describe a specific problem or goal.
Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
Action - Discuss the specific actions you took to address a challenge.
Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).

ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated against the qualifications requirements. Failure to meet any one of the Mandatory Technical or Executive Core Qualifications standards will eliminate a candidate from further consideration.

Candidates will be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus as to the Best Qualified, Qualified or Not Qualified candidates. Only the Best Qualified candidates will be interviewed. The panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon the Air Force Executive Resources Board, the Under Secretary of the Air Force and OPM Quality Review Board (QRB) Certification.
