You will:
- Serve as a senior advisor to the Director, Alaska Operations Office and the Executive Team to facilitate Alaska oil, gas, and energy work. Establish and lead a cross-program interdisciplinary team to identify and plan the work, obtain and manage necessary resources, and ensure that the Region meets its commitments on time and at a high quality. Provide relevant expertise and information to interested parties internal and external to EPA.
- Ensure that EPA Region 10 Alaska Oil, Gas, & Energy Sector work is identified, prioritized and that critical path timelines for work completion are prepared and are clearly understood by the Executive Team and other Regional staff. This work involves developing and implementing strategies, as necessary, regarding Alaska oil, gas, and energy sector work, and requires developing and maintaining effective working relationships with internal and external stakeholders.
- Forecasting regional program needs for existing and future Alaska Oil, Gas, & Energy agency work.
- Perform work relating to the development and the implementation of guidance and policy to address Tribal government to government concerns and issues and ensure appropriate consultation with tribal governments regarding regarding oil and gas issues.
- Review recommendations and comments furnished by federal, state, tribal, and local governments concerning Oil, Gas, and Energy programs and provides advice to stakeholders from unique Alaskan perspective.
- Manage, direct, and review the activities of the Region 10 Alaska Oil, Gas, & Energy Sector.
- Represent EPA at state, tribal and federal meetings and conferences and before citizen and industry groups on oil & gas issues.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as advising stakeholders on policy, project management processes, and the techniques and tools required for the planning and management of resources supporting Alaskan Oil, Gas, and Energy sector work.

4. Ability to forecast resources needs and utilize budget procedures.
5. Knowledge of environmental policy concepts and methods related to Tribal Governments and Alaska Native Corporations for the Oil, Gas. and Energy Sector.
6. Ability to orally communicate technical information to various stakeholders.
7. Knowledge of environmental policy work, concepts and methods related to the Oil and Gas sector.
8. Knowledge of State and Federal Oil, Gas, & Energy permitting roles and responsibilities.
9. Skill in project management.

You need a degree or combination of education and experience as described below to qualify for this position.
A bachelor’s or higher degree from an accredited or pre-accredited college or university in:
0401 - General Natural Resources Management and Biological Sciences Series:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR-
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
0800 - Engineering Series:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR-
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1301 - General Physical Science Series:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR-
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
