Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The AK District is seeking to fill an interdisciplinary position located in Chugach Area Office. An ideal candidate will have experience in construction contract modifications and negotiations, to include preparation and processing contract modification documents.

  • This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-11 grade level. At the full performance, GS-12, the incumbent will:
  • Serves as an office engineering specialist for the Area Office.
  • Conducts a wide array of activities associated with negotiating large and small dollar value changes with contractors. Prepares pre-negotiation objectives.
  • Reviews contractors' requests for contract modifications to determine the nature of change, extent of change, and propriety of justification.
  • Reviews and finalizes actions on contract modifications initiated in the field for amounts which exceed the ACO warrant limit of $500,000.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: This position has a basic entry requirement. The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field. In addition to meeting the Qualifications requirement above, to qualify for this position you must also meet the Basic Requirement listed below:

Specialized Experience GS-11: One year of specialized experience which includes assisting Contracting Officers in negotiations for new contract actions, modifications, and/or claims for construction projects ensuring fair and reasonable cost. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience GS-12: One year of specialized experience which includes performing contract negotiations and contract oversight for construction projects to include the review and assessment of disputes and formal claims. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-12 level, there is no education substitution for experience, you must qualify based on specialized experience.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
