Summary

Incumbent is responsible for managing and implementing the Corporation’s communications strategy, trade development efforts, and public relations outreach to include all internal and external audiences, GLS employees, Congress, public and industry stakeholders, as well as federal, state, and local agencies. Duties

Help

As a Director of Communications and External Affairs, you will:

  • Directs, oversees, and coordinates GLS communications activities, including development and production of press releases, speeches, brochures, trade publication articles and advertisements, trade show handouts, annual reports, briefing books, social media posts, internal and external websites, graphics, Microsoft SharePoint environment, videoconferences, and other forms of online and/or electronic media.
  • Serves as the Administrator’s lead for internal and external communications and as the principal spokesperson and sole release authority for official GLS information to news media representatives and the public.
  • Develops, implements, and manages a proactive media relations strategy in close coordination with the Department of Transportation’s Office of Public Affairs, communicating success stories and accomplishments, influencing policy debate, and disseminating research findings. Establishes and maintains communications with key reporters, editorial writers, and other Seaway-related influencers.
  • Oversees the coordination, formulation, and integration of GLS-wide management of congressional affairs, public affairs, digital engagement, and employee communications.
  • Keeps the Administrator, Deputy Administrator, and other top management informed of progress and developments on relevant legislation, along with the concerns and actions of public interest and stakeholder groups.
  • Acts as Corporation representative and liaison to Congress, state legislatures, public interest groups, and trade organizations concerned with environmental, economic, tax, and transportation issues affecting the Great Lakes Seaway System.

The ideal candidate will possess comprehensive knowledge, skills, and experience in Public Relations, marketing, and congressional liaison, enabling them to effectively engage with various stakeholders while promoting the Great Lakes St Lawrence Seaway System. They will demonstrate exceptional leadership skills in executing strategic communication plans and maintaining consistent messaging across platforms. With a strong background in public relations, the ideal candidate will navigate the media landscape with compliance and requested content, responding to inquiries, and providing accurate information. They will also prioritize internal communication, engaging employees at all levels to ensure alignment with the Administrator’s vision. Building collaborative relationships with industry stakeholders and key legislators, the ideal candidate will facilitate partnerships and navigate the legislative process and key stakeholders to drive positive communication.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Conducting Congressional and/or Public Affairs activities: planning, coordinating, implementing, and evaluating external communications programs; AND
  • Developing congressional or public communication strategies and presenting it to senior management; AND
  • Utilizing state-of-the-art communication technologies, such as social media, to communicate information to a wide range of audiences.

To qualify for the Grade 15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:

  • Supervising Congressional and/or Public Affairs activities: supervising, planning, coordinating, implementing, and evaluating external communications programs; AND
  • Developing congressional or public communication strategies, and presenting it to executive or flag-level leadership; AND
  • Reviewing and analyzing programs and policies and their impact on the way information is disseminated at the federal, state and/or local levels, to the media, and the general public; AND
  • Adopting state-of-the-art communication technologies, such as social media, geofencing, and artificial intelligence, to improve organizational outreach toward a wide range of audiences.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
  2. Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  3. Knowledge Management - Knowledge of the value of collected information and the methods of sharing that information throughout an organization.
  4. Legal, Government, and Jurisprudence - Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.
