Help

This position reports to the Director, Astrophysics Division, Science Mission Directorate (SMD), at NASA Headquarters. The Associate Director for the Roman Space Telescope:

  • Develops and executes SMD and division policies, plans, and procedures for the Roman Space Telescope activities.
  • Provides leadership direction for the project including the mission and science operations, ground system, engineering, integration, test, and all aspects of observatory operations.
  • Provides direction and leadership of all activities associated with the design, development, fabrication, integration, testing, and calibration of advanced science instruments and flight hardware, planning, evaluation, and execution of post-launch operations.
  • Oversees project-level civil service and contractor staffing, implementation plans, and schedules to meet operations and development requirements and establishes plans and processes that fulfill program needs during design, development, certification, installation, activation, and operations.
  • Leads project design reviews, budget and schedule adjustments, contract negotiations, and technical and business decisions with NASA Headquarters and contractors.
  • Plans and establishes goals, objectives, and management strategies for project budgetary requirements and plans for spacecraft, instruments, software, and other complex technical equipment and services.
  • Coordinates project requirements to assure operational requirements and agreements are met and ensures a strong engineering approach is taken.
  • Directs project field activities relating to the launch of the Roman Space Telescope; assures integration of satellite and launch vehicle scheduling; responsible for the technical compatibility between the satellite and launch vehicle and for the launch vehicle meeting project requirements; determines the services and facilities required including the need for additional equipment and operating procedures, etc.; and assures the telescope is in a state of readiness for launch.
  • Controls the overall program planning and control aspects including developing, implementing, and maintaining processes to assure timeliness of performance and cost efficiency and ensuring external NASA commitments and continued attention toward improvements in efficiency and productivity are maintained.
  • Establishes and maintains good working relationships with other NASA centers and NASA Headquarters through detailed project coordination to identify areas of common development and to monitor progress. Represents SMD to NASA Headquarters, Agency programs, other NASA centers, federal and other government agencies, members of Congress, private industry, academia, and the public.
  • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA.   • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Experience in strategic formulation and leadership of the design, development, fabrication, integration, testing, calibration, and scientific commissioning of a large, complex, and advanced space mission (e.g., NASA flagship mission) and its associated instruments and ground systems. This includes leading an organization comprised of scientists, engineering teams, and project management staff; and developing and managing budgets, schedules, and contract negotiation.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
