This position conducts assessments and evaluations of DoD programs, functions, and missions to facilitate changes by promoting efficiency and enhanced program results on matters of interest to members of congress, the Secretary of Defense, the Inspector General, and DoD Leaders.
Summary

Open to current and former federal employees, Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible applicants, Veterans, and special appointing authorities listed above.
Performs reviews and critical assessments of programs in areas to include DoD programs, national security, homeland defense, joint operations, military operations, logistics resource management, medical systems, and information management areas.
Develops plans, methodologies and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives and resources required for projects and conducts studies and evaluations.
Documents findings, prepares reports, ensuring adherence to report procedures, formats and protocols, providing supporting documentation, cross references or other information.
Researches law, regulation, policy, procedure and data in program reviews; identifies potential data sources, determines relevance, and analyzes and applies results in studies.
Prepares input to Congressional or inquires relating to assigned projects and studies of evaluation statues, results implementation, best practices and lessons learned; prepares verbal and written reports on status of projects.
Designs and conducts complex surveys, reviews and similar initiatives to gather and evaluate information on program and management operations; analyzes and prepares reports of results, documenting findings and recommendations.
Position has been designated as security designation level such Non-critical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service.
Specialized Experience:
For entry at the GS-11 level you must have 52 weeks of specialized experience at the next lower grade level of GS-09. Specialized experience is defined as the ability to perform reviews and critical assessments of programs in areas that include, but are not limited to, diversity and inclusion in the Military and the prevention of and response to supremacist, extremist, and criminal gang activity in the Armed Forces. Designs and conducts complex surveys, reviews and similar initiatives to gather and evaluate information on program and management operations; analyzes and prepares reports of results, documenting findings and recommendations. Research law, regulation, policy, procedure and other relevant documents and data in program reviews; identifies potential data sources, determines relevance, and analyzes and applies results in studies. OR
A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in program analysis or a degree that provided a minimum of 24 semester hours in program analysis. OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.)

Education
At the GS-11 A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
