About the Cybersecurity & Technology Directorate:
The U.S. Postal Service's mission is to bind the nation together through the delivery of mail and to provide prompt, reliable, and efficient postal services to all communities each day. The USPS OIG conducts systematic performance, financial, or attestation reviews and audits of U.S. Postal Service programs and operations, including assessments of efficiency and adequacy of internal controls; compliance with laws, regulations, policies, and/or contracts; and detection of fraud, waste, and abuse.

The Cybersecurity & Technology Directorate helps reduce the risk of fraud, inappropriate disclosure of sensitive data, and disruption of critical postal operations and services by assessing whether USPS information resources provide the highest level of security, reliability, and value expected by USPS customers.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-11/12/13. The salary range for this position is $71,402.00 - $132,296.00. The salary figures INCLUDE locality pay. Review OPM's site for Locality Table specifics: 2023 General Schedule (GS).

The employee provides expert level advice in the area of information technology to the audit team. Serves as a trouble-shooter, providing authoritative advice and guidance. Applies a wide range of information technology concepts, laws, policies, practices, analytical, and diagnostic methods and techniques to address substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several inter-related issues.

Successful candidates will have relevant experience in the following:

  • Analyzes Office of Audit requirements and develops specifications for new or modified systems.
  • Participates on multiple audit projects and programs simultaneously.
  • Continuously improves skills and knowledge to become a subject matter expert in multiple information technology areas.
  • Provides information technology training to auditors.
  • Plans and coordinates the design, development, testing, installation, and support of new and modified systems specifically used by the Office of Audit, including hardware and software.
  • Evaluates agency programs and operations for compliance and adherence to regulations and adequacy of internal controls over operation.
  • Serves as liaison and coordinates with Office of Audit organizations on all IT related matters.
  • Performs individually and as a member of an audit team, including continuing responsibility for a specific component of a project.
  • Performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the area of auditing or audit evaluation.
  • Leads technical aspects of complex information systems audits of the United States Postal Service, including the data collection efforts needed to develop conclusions and recommendations.
  • Makes recommendations for corrective actions and writes audit working papers and reports utilizing Generally Accepted Government Auditing Standards.
  • Participates in or leads meetings with OIG and USPS officials to communicate results of work.
  • Reviews Postal Service use of emerging technology and its implementation and recommends potential audit areas using the format prescribed by the Information Technology directorate.
  • Maintains liaison with other offices, agencies and other appropriate organizations as needed.
  • Responds to inquiries, including requests from the media through the Director of Communications, Congressional staff and the Board of Governors.
  • Conducts follow-up reviews of management actions taken to correct identified deficiencies for complex information systems audits.
  • Performs other special projects and activities.

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

The Information Technology Analyst GS-11 equivalent requires the following: (Your resume MUST reflect your experience and/or education)

  • At least seven (7) years of progressive, specialized hands-on experience in performing build, implementation, and maintenance of IT systems, cyber defense systems, or network infrastructure.
OR
  • A combination of education and experience - Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in information technology or a related field AND three (3) years of progressive, specialized hands-on experience in performing build, implementation, and maintenance of IT systems, cyber defense systems, or network infrastructure (must submit transcripts from an accredited college or university).
AND
  • Enterprise IT, IT Security, or IT Network operations experience.
OR
  • Knowledge of program coding languages such as Python, Powershell, YAML, SQL, etc.


The Information Technology Analyst GS-12 equivalent requires the following: (Your resume MUST reflect your experience and/or education)
  • At least eight (8) years of progressive, specialized hands-on experience in performing build, implementation, and maintenance of IT systems, cyber defense systems, or network infrastructure.
OR
  • A combination of education and experience - Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in information technology or a related field AND four (4) years of progressive, specialized hands-on experience in performing build, implementation, and maintenance of IT systems, cyber defense systems, or network infrastructure (must submit transcripts from an accredited college or university).
AND
  • Enterprise IT, IT Security, or IT Network operations experience.
OR
  • Knowledge of program coding languages such as Python, Powershell, YAML, SQL, etc.


The Information Technology Analyst GS-13 equivalent requires the following: (Your resume MUST reflect your experience and/or education)
  • At least nine (9) years of progressive, specialized hands-on experience in performing build, implementation, and maintenance of IT systems, cyber defense systems, or network infrastructure.
OR
  • A combination of education and experience - Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in information technology or a related field AND five (5) years of progressive, specialized hands-on experience in performing build, implementation, and maintenance of IT systems, cyber defense systems, or network infrastructure (must submit transcripts from an accredited college or university).
AND
  • Enterprise IT, IT Security, or IT Network operations experience.
OR
  • Knowledge of program coding languages such as Python, PowerShell, YAML, SQL, etc.

DESIRABLE QUALIFICATIONS
  • At least 3 years' experience performing blue team (vulnerability testing) or red team (penetration testing).
  • At least 2 years' experience performing secure code reviews.
  • At least 3 years SCADA or ICS experience.
  • A technical certification such as CCNA, CCNP, SSCP, Cloud (AWS, Google, etc), MCSE, Security +, Network +, CISA, CISSP, ITIL.


EVALUATION FACTORS
You must have the experience, knowledge, and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Mastery of, and skill in applying advanced information technology principles, concepts, methods, standards, and practices sufficient to analyze requirements and develop specifications for information systems used specifically by the Office of Audit.
  • Mastery of, and skill in applying interrelationships of multiple IT specialties; new IT developments and applications; emerging technologies and their applications to business processes; IT security concepts, standards, and methods; and project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments sufficient to manage assigned projects.
  • Ability to conduct research and analysis, and develop findings, recommendations, and audit reports.
  • Hands-on experience performing vulnerability assessments and/or penetration testing to include technical testing, data correlation and analysis, identification of false positives, and prioritization of issues identified.
  • Skill in making decisions or recommendations that significantly influence important Postal Service information technology policies or programs.
  • Ability to provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical information technology issues.
  • Ability to express and present ideas clearly and concisely, both orally and in writing.
