Help

Duties include, but may not be limited to:

  • Operates as a management resource to VHA Office of Integrated Veteran Care (IVC) Leadership in the planning, coordination, implementation, and evaluation of VHA IVC programs, goals, and objectives.
  • Provides leadership and vision and acts as the change agent to promote improvements in data integrity and the strategic use of data analysis and modeling techniques to measure and improve medical economics, health outcomes and community care operations and processes.
  • Establishes action plans for special projects, makes and monitors assignments of responsibility, develops milestones and evaluates progress, and initiates corrective action when indicated to ensure completion of the task.
  • Leads the team to provide timely and actionable information to support community care program direction and decision-making processes.
  • Ensures the ability for customers to consume analytics and data deliverables through clear, concise and succinct written and verbal communication.
  • Supervises employees responsible for and directly obtaining data from available databases, performing additional analyses as necessary, and formulating reports which provide a basis for strategic decisions by IVC leadership that will be used for internal operations and external reporting.
  • Develop benchmarking reports, monitor early warnings and high-risk indicators and review relevant information to derive context; summarize findings and recommendations.
  • Assists in the development of short, medium and long-term plans to achieve strategic objectives.
  • Assigns and reviews work, assesses project statuses, and provides guidance on priorities.
  • Directs staff in accomplishing the general principles of the organization, management, and administration.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position, you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Display knowledge in qualitative and quantitative management techniques used for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs under VHA Office of Integrated Veteran Care (IVC).
    • Analyze and evaluate broad and complex problems and make recommendations for solutions utilizing extensive knowledge of health care principles, theories and practices, and analytical methods
    • Communicate effectively, orally and in writing, to provide advice and guidance to officials at various levels regarding health care administration and congressionally mandated demonstration issues and initiatives.
    • Develop new or modified work methods, processes, and procedures that impact administrative support functions or program operations.
    • Possess knowledge of the Privacy Act of 1974, the Freedom of Information Act, public laws, VA regulations, and other pertinent regulatory guidelines pertaining to lawful disclosure of VHA IVC data and records.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary with lifting of no more than 20 lbs. Some travel may be required.
