Help

The laborer is responsible for moving equipment and furniture; assisting Engineering craftsmen with laborer-related duties incidental to their occupations; providing grounds care including mowing, pruning trees and shrubs, maintaining flower beds, seeding, mulching, general landscaping, and leaf raking; and extensive roads and grounds area general maintenance. Employee performs motor vehicle operation on a regular and recurring basis as an ancillary duty in support of laborer duties.

Digs ditches and trenches with pick and shovel, does grading and sloping, occasionally breaks up pavement and concrete flooring with jackhammer and paving breaker, mixes and pours concrete, fills and levels holes in damaged roads using asphalt cold mix.
laborer must perform duties in the safest manner to avoid creation of hazardous situations, which could result in personal injury or damage to property.

Uses 24 hp and up diesel-powered mowers, walking and riding types. Cleans and checks equipment before and after use, operate various types of equipment such as tractors equipped with mowers, front end loaders, snowplows and blades (both front and rear), snow blowers and brooms. The laborer must exercise judgment to accomplish work by using the equipment in a safe and efficient operating technique when using specialized equipment around potholes, curbs, rocks, and other visible objects on the facility grounds.

Note: Operation of farm-type tractors or any type of heavy-duty tow tractor is prohibited.

Daily activities may include driving cars and vans to transport supplies; and driving pickup trucks and dump trucks to pick up and dispose of trash, leaves, and other debris. Occasionally, drives a truck equipped with a hydraulic lift gate to pick up and deliver furniture.

Note: Motor vehicles such as cars, vans, and pick-up trucks having an approximate gross vehicle weight up to 10,000 pounds may be operated both on the installation and over Federal, state, and county roads and city streets in all traffic conditions. However, operation of dump trucks or trucks with hydraulics having an approximate gross vehicle weight of more than 10,000 pounds and up to 26,000 pounds is limited to the installation. Operation of motor vehicles having an approximate gross vehicle weight of more than 26,000 pounds is prohibited.

On a weekly basis, performs pickup of all shredding containers; operates the commercial shredder in order to destroy sensitive data throughout the facility.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
