The ideal candidates will have: Significant experience leading multi-functional weapon system acquisition program teams through development, conducting qualification and developmental testing, and preparing a program for a production decision.

DUTIES:

  • Lead and supervise a team of multi-disciplined acquisition professionals to achieve LRSO and Air Vehicle IPT priorities.
  • Manage cost, schedule, performance and risk of the Air Vehicle development and qualification test.
  • Lead all programmatic and technical management activities for the Air Frame, Avionics, Propulsion and other teams within the Air Vehicle IPT.
  • Lead management and technical reviews during Engineering, Manufacturing and Development (EMD) supporting various test and evaluation milestones in preparation for Production and Deployment (P&D).
  • Advise IPT and Division leadership on programmatic and technical risks and issues effecting the cost, schedule, and performance during development, test and evaluation, and fielding, and sustainment of the LRSO.
  • Advise leadership on technical design, material development, acquisition, test, and operational issues related to requirements, systems engineering, finance, performance, and schedule trade-offs.
  • Work in Digital Engineering Support systems including Model Based System Engineering, Product Life-cycle Management, and others to develop and execute a Digital Acquisition program.
  • Identify and resolve highly complex problems crossing organizational boundaries and promulgate solutions.
  • Proactively develop and present technical and programmatic briefings and report to Senior Executives.
  • Engage with geographically dispersed stakeholders including the AFNWC, Department of Energy, National Nuclear Security Administration, Air Force Global Strike Command, and Department of Defense (DoD) officials to ensure LRSO activities are successfully planned, coordinated, and executed.
SKILLS
  • Candidates should have demonstrated program management experience in the development of hardware for aerospace systems.
  • Candidates should have demonstrated experience leading in a team environment.
  • Candidates should have strong leadership and communication skills.
  • Candidates should have demonstrated experience conducting systems engineering design reviews (SETRs), reviewing drawings and analysis, planning validation and verification events, reviewing test plans and test reports, chairing test readiness reviews (TRRs), facilitating failure review boards (FRBs), and support all-up round (AUR) level tests.
  • Candidates should be knowledgeable in DoD acquisition processes, to include but not limited to: risk and opportunity management processes, configuration control board processes, and Government Control Account Manager (GCAM) processes.
  • Candidates should have a sound understanding and a record of experience with professional scientific or engineering principles, modeling and simulation frameworks, requirements development, and verification activities.
  • It is desirable for candidates to have experience in the development, test and evaluation, fielding, and/or sustainment of cruise missiles.
  • It is desirable for candidates to be knowledgeable in the unique aspects of nuclear weapon systems to include nuclear certification and radiation effects.

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Supervisory requirements may be required depending upon the position being filled.

  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.

4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.

5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
