Summary

As a Team Lead and master technical Project Manager, serves as a technical point of contact for contractor supported projects for the Department of Defense (DoD) and/or civilian agencies. 

Location of position: 
FAS, Office of Assisted Acquisition Services, Federal Systems Integration Management Center (Location TBD-DC, VA, MD, or FL)

This office is a full spectrum, cradle-to-grave acquisition, project and financial management services provider.

This position has job functions that must be executed within specific geographic locations.  The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. 

Major duties include, but are not limited to the following:

  • Assists in defining technical aspects of the acquisition strategy to satisfy client needs that follow best acquisition practices.

  • Monitors contractor technical performance to ensure compliance with project management plan, Contract/Task Order, and compliance with pertinent regulations. Identifies, strategizes, schedules, and tracks technical accomplishments of all activities required to satisfy client requirements. Supports the client in all phases of project management and task order administration.

  • Ensures all projects are managed within technical specifications and objectives. Develops, modifies, or provides technical input to project plans. Analyzes the technical feasibility of various solutions and identifies optimal technical solutions for acquisition strategy.

  • Prepares technical evaluation reports. Develops and maintains productive partnerships with clients, support staff, and other GSA employees. Manages client expectations in regards to technical performance and tracks impediments to progress. Supports the Contracting Officer in conducting the technical portion(s) of debriefs.

The GS-14 salary range starts at $116,393 per year. Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is defined as demonstrated expertise in project management that includes responsibility for overseeing highly complex and high dollar value Information Technology (IT) and Professional Services projects, serving as a subject matter expert and lead technical authority, and leading other technical project managers in the conduct of routine project activities. Such experience must include:

  • complex project lifecycle technical support,
  • translating technical requirements into contractual language,
  • leading teams in determining the technical feasibility of project solutions for acquisition strategy,
  • developing project methodologies to meet project objectives, delegating tasks among a team,
  • contractor performance monitoring, and
  • developing standard operating procedures.

  • Mastery technical knowledge of the operations and business needs of one or more DoD and/or civilian agencies. Mastery knowledge of federal acquisition Information Technology (IT) and/or Professional Services (PS) offerings, products, and solutions to assist client agencies in analyzing complex mission requirements and to apply acquisition solutions to efficiently and effectively accomplish client requirements.

  • Mastery knowledge of project management and experience to manage multiple complex, high-dollar value, and competing priorities. Mastery knowledge of project management skills needed to ensure projects meet identified technical and quality objectives, are completed on schedule, and offer well supported and technically sound conclusions and recommendations. 

  • Mastery knowledge of and skill in applying analytical methods and techniques. Expert knowledge in one or more of the following technical areas: command and control systems, combat communications and computer systems, cyber and combat systems, engineering; information technology; etc. to ensure the projects meet client requirements.

  • Mastery level skill in preparing high-quality written documents such as statements of work, technical reports, project plans, technical analyses, technical direction letters (TDLs), etc. Skill in communicating and articulating ideas, concepts, and highly technical information, verbally, in a concise and effective manner to a diverse audience including briefings and informal presentations. Skill in communicating with current and potential clients, including skill in effectively defining and describing federal acquisition services and capabilities, and to rapidly develop an understanding of clients’ technical needs and the means to address them.
