The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent for this position will be paid according to the locality from which they will conduct their work.  Incumbents are subject to a mobility requirement and that incumbents will not be eligible for relocation expenses in the event the Library determines the position is no longer suitable for distant telework.

This position is located in the IT Design & Development Directorate within the Office of Chief Information Officer (OCIO). OCIO is responsible for the definition and specification of requirements, and the design and development, implementation and support of software for the Library, the Congress and other legislative agencies.

The incumbent serves as a cloud-based and web-based application architect to analyze user needs in processes related to bibliographic, copyright, inventory, legislative, reference research, finance, personnel, and preservation of library materials and develop Web sites related to Library subject areas. The work of the incumbent involves computer systems analysis, design and programming, including analysis of subject matter processes or problems, and the design, implementation and support of cloud-based and web-based systems for accomplishment of work through application of computer technology.

The incumbent serves as the subject matter expert for cloud/on-premises Hybrid Solutions. This position applies across organizations within OCIO IT Design & Development Directorate. The incumbent reports to the relevant supervisor of the organization for which the position is assigned.

Participates in the development of agency policies and guidelines for cloud-based information retrieval systems. Monitors emerging technology and agency directions and makes recommendations accordingly. Provides assistance in creating long-term cloud technology roadmap and strategy for the agency. Contributes in the vision formulation for future applications of cloud services to meet agency missions. Serves as a point of contact for guiding the development of cloud-based systems. Provides technical expertise in analyzing, diagnosing, and resolving problems in support of cloud platforms and applications.

Ensures application conformance to information security policy, procedures, and guidelines and meet regulatory and compliance requirements during the delivery of application software services. Leads in the development of new system architecture, system enhancements, and operational plans. Assists in planning, directing and coordinating the implementation and execution of approved policies, programs, and services related to IT systems. Reviews and evaluates operations to appraise the effectiveness of policies and programs. Identifies deficiencies and takes/recommends appropriate action.

Oversees or coordinates the preparation of testing and implementation plans. Prepares programming specifications for implementation by computer programmers. Develops test plans and scripts, and oversees testing by others. Sets up a problem reporting mechanism for the application team involved in testing. Serves as primary liaison between customers and vendors and IT management throughout the contract development process. Recommends adoption of new methodologies based on favorable feasibility analyses. Provides leadership in the design, programming and technical support of cloud-based activities. Collaborates with cloud specialist with IT Service Operation Directorate to acquire IT hardware and/or software, services, and maintenance in multi-year (5 and 10 year) IT contracts.

Reviews and coordinates requests from clients; determines the type of hardware that is most appropriate to meet user needs. Advises OCIO management on major IT product and/or service issues. Leads, conducts, or participates in complex management studies and reviews, particularly those with wide or significant effect on agency-wide, or service unit-wide IT products and services. Manages IT projects using program management principles.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.


Ability to design, maintain, and integrate a technical architecture program based on business requirements.**

Ability to implement cloud computing services.**

Knowledge of IT principles and practices.**

Ability to perform vendor management and acquisition planning activities.

Ability to analyze and develop solutions to organizational and operational issues, requirements, and problems.  

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
