Duties listed are at the full performance GS-13 level.
Develop and maintain working relationships with research institutions, agency/organization representatives, or other program delivery partners to address critical and emerging issues to accomplish climate-related program priorities.
Assist organization leadership in maintaining awareness of climate change, ecosystem services cooperative forestry programs and sustainability concerns with respect to achieving the agency mission.
Identify problem areas and recommend solutions to resolve problems in assigned natural resource program.
Promote studies and the development of data that will help identify high potential program delivery areas and better focus program investments.
Identify linkages between Agency Research and Development, State and Private Forestry, and the Agency System to leverage information sharing and policy generation.
Conduct analyses and apply findings from comprehensive technical reviews of published literature to the development of national program guidance, project direction, mission guidance, or directives.
Work with partners to develop strong and competitive projects.
Exercise interpersonal skills to facilitate meetings, resolve conflict, conduct effective briefings and presentations, and develop consensus both internally and externally within a diverse range of people.
Provide information on the value and benefit of studying and monitoring climate change, ecosystem services and sustainability concerns.
Apply knowledge of land management and/or natural resource objectives and problems in the designated program area to investigate and define development needs.
Provide project management support and coordination for all aspects of a project.

Basic Requirement:
GS-0401: Degree: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following:
Developed and maintained working relationships with research institutions, agency/organization representatives, or other program delivery partners to address critical and emerging issues and/or accomplish climate-related program priorities;
Developed materials to communicate the intent and importance of natural resource programs;
Assisted in planning, development and management of strategic plans and accomplishments of a natural resource program;
Identified problem areas and made recommendations to resolve these program issues;
Conducted routine environmental studies and evaluations and developed environmental analysis reports linking a variety of resources, such as engineering, vegetation management, fire and fuels, or recreation. special uses, facilities, and travel management;
Provided input for the unit interdisciplinary planning teams.
For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as three or more of the following:
Developed and maintained working relationships with research institutions, agency/organization representatives, or other program delivery partners to address critical and emerging issues and/or accomplish climate-related program priorities;
Evaluated and developed guidelines, policies, and strategies related to public land management planning and scientific conservation approaches, and coordinated with the governmental and/or professional organizations on these same issues;
Provided expert advice to partners interested in participation in programs related to land management planning and scientific conservation; Implemented plans and strategies to promote agency involvement with municipalities towns and state, tribal, and local governments and non-governmental organizations related to public land management planning and scientific conservation;
Used expert knowledge of scientific approaches, guidelines and policies on land management planning and experience in effective program/project management; produced produces scientific reports or reviews scientific reports provided by partners, contractors, or other program areas within the Agency.
